I've heard that the Sky Ray box set comes with parts for a Sky Ray and a Hammerhead. Assuming that this is true would it be possible to make a Sky Ray and use the Hammerhead parts with a Devilfish to make a Hammerhead tank?
If it comes with both I don't see why not. Tau vehicles have the same chassis and the Devilfish has a top where can attach a Railgun. Seems all good.

Turret-wise I think your plan will work. Not sure about the big guns on the attached drones, though.

The other option is to buy the parts from spares websites.
If you're planning to take Burst Cannons, you could use the Devilfish chin mount and put Marker Drones from the Stealth suit sprue on the drone mounts? You may have them and not yet built them

On a totally unrelated note I have a question about the Piranhas. I think the Piranhas look awesome and I want to field at least 2 of them and make them my vehicle hunters. But before I buy them I want to know if they are worth it. Would the be effective enough. How well do they work without a Pathfinder team?
The SR box does come with all the parts, you just need to do some remodeling on the devilfish to make it a HH.
IMO, piranha make good anit-tank/personal platforms. Make sure you are mindfull of the new squadron rules in 5th, though. They can carry up to two seekers each, and have the option of taking a FB in place of their BC. It's 'iffy' though, as 6" for the AP bonus will leave them open for any attack. I'd leave the heavy anti-tank role to the railgun.
Riki created a helpful vehicle guide, at the top of these forums (tau), and it has helped me plenty. There is also a piranha 'zealot' running around too, and hopefully he/she will find themselves here.
On their actual application:
The primary role of piranhas is blocking the enemy and distraction. They have strong anti-tank abilities, which can be utilized if your railguns need help. I never expend markerlight tokens on piranhas; it can help but it's certainly not needed and there are usually better options.
