Well i was playing an eldar army last night which i won( real close game all i had left was 3 ard boys and a mek with flamer and 1 life XD, he had nothing left go me XD) So my question is that i got Double 3's for my str of the sag, so it says nearest unit which was my grot squad, so we didnt know what to do so we agreed that i can aim it where i want it? Did we do this right or no? Also on double 2 how does the oppenent shoot it?

For the 3-3 you have to shoot the nearest unit friend or foe. This would be the grots unless they were in the same unit as the mek. Pick one of the grots to target and then scatter the blast. For 2-2 your opponent gets to place the blast marker over any unit they want then you roll scatter.

When you fire the SAG you choose a target, then roll 2D6, follow all outstanding rules, then scatter.
The re-scatter issue has always confused me. If you roll an 11, you are assumed to not scatter? How about a 5-5? It seems weird that some effects scatter and others don't. At least in my area we play it that all outstanding effects do not scatter as they occur before you would continue on and fire as normal. Under the wording it seems that you roll for strength, consult chart if a double or 11, or continue as normal and scatter the shot.
I'm aware this is not what others do, and are justified in their argument, but it's what my group has always done, as it seems weird that some doubles rolls would scatter, and others would not.
