I see really only 5 options for CC really. They are:
Warlock squad of 5-10 with a Farseer/Eldrad with doom
then less popular...
Harlequins (but no one uses them now?)
*Do Shining Spears count as CC?
What do most people take and what roles do they fulfill? Is the Warlock Squad the toughest in CC and last the longest since its also 200 - 400 +points to field with a Far seer?
How do people cover CC in their Eldar armies?
I may do it a bit unorthodox, but it does work miracles for me..
Eldrad with 10 dire avengers with shimmershield defend and bladestorm on a wave serpent with stones and star engines (i just love 36" move, it is insane).
Very few units can go against them and still survive.. you have mass amount of high initiative with re-rolls to wound, two power weapons;
before the charge I sometimes use mind war on a character in the group... such as a doc for mob of nob bikes... then do bladestorm to thin their numbers a bit more... followed by a charge with very high initiative and two power weapons with re-roll to wound... and I have fortune on.
I usually use this unit in a 1000 point games and it managed to kill over 750 points of black templars the other day, and numerous numbers of ork mobs.
Very versitile and if played correctly can accomplish many tasks at once, they are a troops choice as well!
best in what role?
is very hard to say best. Best in killing mobs, best stand alone unit, best combo unit, best in killing MEQ, best in survivability?
Each our CC are specialized. If you want an overall versatile stand alone unit you can look at the scorpions or the warlock unit. Warlocks due to their high cost need a fortuneseer to have an effective impact on battlefield. Banshees are insane MEQ killers especialy with a doomseer. Shining spears are specialist killers used best against termies or other special teams. Stormies are cheap cc troops used with a warlock they can get a harder punch and even some antitank capability. Harlies are a finesse unit that can ruin an opponent day but also lack the close range survivability of their counterparts.
there are also unexpected combos like the eldrad/dire avengers with defend and shimmershield or even monster combo like Yriel/Eldrad/Warlock unit.
All that matter is for what role and how you use our tools of doom and darkness

Niraco hit on our most powerful melee unit, the super council. Yriel, Eldrad and 10 warlocks, it has a couple of very fast power weapons, and a good number of fast normal attacks all of which wound on +2. The survival of the unit with fortune is great.
Scorpions are our best stand alone unit. The added str, high number of attacks, and good save means they can act without support ( better with support but they can go solo and get the job done ).
My favorite is banshees with a doom/mindwar seer. But then I use them as a trouble shooting unit for my guardian heavy lists.
Don't trust in storm guardians unless you have spent for enhance and doomed the target, and even then I worry because of the 5+ save. Take storms for the flamers
I tend to think Scorpions are better against light infantry simply because they can infiltrate and have better saves than Banshees, so against Guard they're more likely to survive a round of enemy shooting. Of course, Banshees follow the logic that if they can kill Marines, they can also kill anything short of Marines.
Against Orks or Tyranids (or combined Guard squads) the scale tips more in favour of the Scorpions since they do have more attacks. Outflanking with them is good for causing a whole lot of chaos in an enemy's lines. As a Guard player, I hated these things so much.
I avoid Harlequins for the exact reasons Ericismyname said; they're too expensive and the cheaper options are, frankly, better. I really want to field them just because they're awesome though.
The Seer Council option has always been one of the most terrifying units in the game, and for good reason. I disagree about Destructor, I think it's too expensive and usually I'll just take nothing to save points after Embolden and Enhance are spoken for. Their invulnerable saves are also a nice way to ruin someone's day. If you can swing it (I wish I could), then putting them on bikes can be just cruel.

Are we forgetting:
Wraithguard high strength & toughness make dangerous and durable, but limited No. of attacks. A spiritseet with enhance makes even more dangerous.
Wraithlord with wraith-sword and enhancing spiritseer are none too shody up close either that said short on attacks even though they are very high strength!

Wraithlords too, a Pair of them will usually run down anything. Followed by a Squad of Harlequin's, a Shadowseer is enough to cover for the Wraithlords, usually.
I run a Melee Warpspider squad (6+ Exarch +Power Weapon/Fusion Gun/Mandiblasters Autarch), work pretty damn well, kill light armor dead due to number of shots and obliterate any CC unit who ain't qualifying for "Doomsday Unit" when the target is doomed. They are rarely unsupported even in assaults tho.
Striking Scorpions will overall outperform banshees if their exarch has a Scorpion's claw, the number and strenght of hits will compensate for the quality. Ignoring armor saves doesn't help if you can't wound. Not that i don't like the girls, but between Harlequins and Scorpions there is no space (nor work) for them.
But what works for me might not for others.
I use a "Superspider" squad in my 1850 list. Autarch with Jump Pack, Fusion Gun, Mandiblasters, Power Weapon, in an 8 strong Spider squad with Powerblades+Dual Spinner Exarch. I don't take withdraw because I use the rest of my list to wittle the squad down to about 3 marines before I assault the doomed unit. If you find yourself having to use withdraw, you didn't shoot the unit enough and have bitten off more than you can chew. It's not an end-all-be-all assault squad, and it was never intended as such, that's what my Banshee squad is for. The Spiders just do mop-up duty.
