It has been well over 8 years since I first purchased my eldar and started painting them. It only lasted about a month before all my friends quit playing on me and I just put them in storage. I have finally unpacked them and found that I have a sizable force ready to be assembled, but I have been away so long I have no idea how to make an effective army. I was hoping that I could post what I have and get some ideas for army lists. Anything from 1000-Tournament.
32 Guardians - NO weapons platforms
12 Howling Banshees
7 Fire dragons including Exarch
5 Warp Spiders including Exarch
4 Dark Reapers
3 Jet bikes
1 converted waveserpent
I think that is it. I am concerned because all I really see are highly mechanized lists, not just for Eldar, but all armies. Is the day of walking across the battlefield gone? What can I make with this list and what is a must buy?

you need more sepents as well as some dire avengers after that the next step is making a list you have all you need to start a list all you need is troops.

Sadly you're going to need 2 more Serpents, another Wraithlord or 3 Prisms, and some DA's or Storm Guardians to make a list that isn't going to get curb stomped. Dragons, Lords, Farseer, Avatar, Warlocks are all really useful. The rest is hit and miss.

I tend to agree with the Prince on this one.
The units don't really have any focus, and you can't even run the guardians as they are.
Bare minimum, you'll need two more serpents, a couple of Dire Avenger boxes. If you pick up a shining spears box, you could run a seer council or guardian jetbikes (5 Warlocks + Farseer on jetbike), but thats only if you're really in the mood for conversions.
But with 3 serpents, two squads of Avengers, and the Banshees, you could run and do okay. But anything more then a thousand points would overwhelm you.
You could just keep two wraithlords. I do, and they do fine. Usually they aren't the center of my force anyway, and should be backed up by wave serpents (which yours would be).
Pair of Prism tanks would be your next bet. Three is overkill until you start playing 1250+ games, one is suicide at any point level.
You've got 7 Fire Dragons. Take 6 and throw them in the back of the Falcon. Pimp it out with Holoshields (usually you can forgo this part, but with a Dragon Wagon, do it). Put an Eldar Missile Launcher on it, and you've got a decent Anti-Tank...tank. Its pretty much all the falcon is good for, really. The EML lets you fire both the Pulse Laser and the Missile while moving 12 inches, which you should always do. Get close, unload dragons, blow up vehicle.
Put your Avenger squads inside the Serpents and throw the farseer with one of them. Put the banshees in the other one.
So to summarize:
Prism Tank x2
Falcon (with Fire Dragons inside)
Wave Serpent x2 (with Dire Avengers, one with Farseer)
Wave Serpent (howling Banshees)
This is the bare minimum. Kite the Wave Serpents out to fight against your opponent, really. If they're known to run high AV, give them Bright Lances. If they're a horde army, give them EMLs. Either way, your Wave Serpents are your Anti-Tank units. Your Prism tanks are anti-Infantry.
You'll need to get more Infantry eventually. I run Storm Guardians and Pathfinders, as well. The Stormies you can buy, or convert (I've converted, you should have enough extra bits left over to do so). Combined with a warlock, they add a lot of extra cheap punch to my army. They lose one shot, a heavy weapon, but gain an extra melee attack at eldar Initiative. I can't even begin to describe just how awesome they are. They won't win on their own (well, not usually), but when used as part of a combined force, they'll never fail 'ya (Doomed target, assisting in melee, cleanup, etc..). They don't have stellar leadership (for an Eldar unit, anyway), but put them with an Autrach or keep them near an Avatar, and they'll almost never break.
Pathfinders pretty much sit on your back point. That's about it. They're expensive, but are arguably the best standard sniper in the game, but beware of flankers and flamers.
I don't personally think foot armies are any 'worse' than they used to be, it's just that mobility has always been an advantage worth having. I'm going to third the opinion that you need to get some Wave Serpents, 2 at least. I run with 2 Prisms and a Falcon (I just love my Falcon, it's hugely expensive and has an even more expensive Seer Council inside it, but it's just too funny).
You really need serpents. (the falcon can be easily converted to a serpent so you will have 2, meaning 1 would be what you need fast).
You can try an Eldarzilla army (is not so competitive but is always fun) with a fortuneseer, avatar and some wraithlords.
Dragons in serpent are ussualy a must.
Take some warlocks to babysit guardians and play them as stormies with flamers and enhance/destructor power.
Reapers work good with a eldarzilla army if you do not have 3 lords, but you should take the tempest launcher exarch.
Banshees need their serpent
If you`ll use the bikes you need a little more.
you can make a fun army fast from your units. Do not expect to win tournaments but with some finesse, a good dice hand and some tactics you can do some damage and have fun.

My lists are always pretty fluffy and your list is very mixed.
Its definitely NOT convertable to Saim-Hann or Iyanden but other 3 are definitely do-able:
Ulthwe probably makes best use of what youve got but; you need to get 4 weapons platforms for the basic guardians you have, these are sometimes on ebay, especially the older models; often with their 2 man crews. This will give you 4x10 guardian units with a platform each and I would add a warlock so you need more of these as well. Convert some storm guardians 11/unit with enhance warlock to field in waveserpents instead of your bashee. Even though Ulthwe is short of aspects you could still go with the spiders, reapers & dragons, make all 5+earch and mountd dragons in the in Falcon. Of course you need another Farseer & a lot more warlocks (seer council+).
Loads of options are possible and it depends on what sort of a player you are. Footslogging armies still exist (ask the tyranids) but arn't popular at the moment because vehicle models are cool and a lot more expensivbe points-wise so less painting to do which appeals to people who want to get painted & fighting quickly or jump straight into apocolypse abttles.
What I'ld do to your army
32 Guardians - NO weapons platforms => 4x10guardians with an ELM a warlock each conceal or embolden dependant on availability of natural cover.
12 Howling Banshees, replace by 11 storm guardians with 2 flamers and a warlock with enhance mounted in a serpent.
7 Fire dragons including Exarch, reduce to 6 incl exarch and mount in yor falcon.
5 Warp Spiders including Exarch, fine
4 Dark Reapers add an exarch.
3 Jet bikes increase to 9ish if your going to keep in as flankers.
2 Wraithlords, I would ditch these and replace with 3 walkers with 2ELM each and keep at back with a Farseer with fortune, guide / doom and spirit stone.
2 Warlocks, more needed
1 Farseer yep but I'ld field two to cover more field even if trying to draw the enemy in.

Would consider a unit of Rangers and 5+exarch scorpions with shadowstrike but your already over the 1Kpt budget 2.1K to be precise, sorry.
Thank you all for our feedback. It is as I feared, my Eldar army which was built for last edition really has no place in this one. I had based this army off of the tourney armies over 7 years ago. I am going to have to just roll with what I got because I would rather not spend the outrageous prices right now for new vehicles. I remember when a falcon was $25 and you could get stuff cheap online. My biggest fear is that my main opponent will be Blood Angles with Assualt Squads and Rhinos.
PS. I remember when I read about the new rules years back thinking, "Gamesworkshop changed the rules to sell models people didn't have in their army already." I.E. vehicles
I'm currently going to try an army based around a core of guardians with HWP's, but these days the footslogging armies are definately not popular (especially with the way tanks work)
You could always try and pick up some battleforces cheap online, I know I got some for about 60% normal price (shipped)
I got two, which was almost the shop price for one, which was 2 HWP Guardian squads, a full DA squad, 2 WW'ers, and 2 Wave Serpents. Not a bad basis for an army.
