The common Eldar Jetbike Seer Council probably one of their best units and can survive a lot. Any competitive list probably has 1 or even 2 jetbike council flying around giving lesser elegant armies the finger.
However its also incredibly expensive points-wise and money wise (You need a lot of green stuff, time, skill, and buy seperate jetbikes and seperate warlocks to cut & mesh together)
I already own a shining spear squad of 5 with an Jetbike autarch and since a Jetbike Farseer is an independent character couldn't it join this squad to make it a squad of 7 (5 spears, 1 Autarch, 1 Farseer)? Also considering shining spears are a even harder-hitting units than Warlocks (esp. with the Autarch) and the Farseer would still have Runes of Warding and Fortune in addition to doom wouldn't it still carry all the advantages of a regular jetbike Warlock Council?
This will also allow me to free up a bunch of points for a regular guardian jetbike squad that can go around scoring and flick the odd unit off with their shuriken cannons.
Thoughts? Any help would really be appreciated, who needs warlocks anyway when you have shining spears led by an Autarch?
The thing with the Seer council is that they have a 4+ invulnerable save to keep them alive when something more powerful than a lasgun begins firing upon them. The Shining Spears will pack more of a punch against MEQ's, but are inferior against everything else, and have less survivability. That's what the difference in points cost gets you, personally I think the Shining Spears are overpriced for what they do, they really need another melee attack to become a viable choice. Another nice thing that would make them really shine would be the ability to outflank, this would make them a truly devastating squad without being as fragile as the average jetbike.
Out flanking on shining spears would be a brilliant idea. They aren't regular jet-bikers, they're aspect warriors. Eldar who train for centuries at this singular role, they are expected to be above and beyond the capabilities of a guardian. Currently, for their price, they do not reflect their intended role.
Two solutions come to mind;
a) drop the price slightly and allow more models/squad
b) grant more attacks
Both could bring this squad to being dangerously strong. They are cavalry yes, but lack a clearly defined role, which is what the aspect warriors are all about. An aspect warrior without a function is like a tool without any parts to be used on.
If we're talking Wishlisting for what to see in the next codex, how about Spears being able to assault from Turbo-boost? It'd fit their fluff very well, "They fight as the spear of Khaela Mensha Khaine, which struck like lightning and killed any foe with a single blow... their legendary charges hit home with the force of a thunderbolt."
Their speed is certainly one issue that could use improvement, but it's their lack of out-right killing power that hurts the most.
Spears are great in dawn of war matches, enter the field, and then take out the first HWT you see.
As to the original question I would say no. Spears cost less money and points wise to warlocks but are alot worse than them.
To make a heavily jetbiked army I would leave the jetbike autarch out of the spears, and put him in a squad of 3 jetbikes with a cannon and a warlock, then make a seer council on bikes. Its expensive but good. If you want a jetbike seer but dont want to make a warlock council, id put him with guardians to soak up wounds.

While I'm a big fan of the Spears and Autarch combo, leave the Seer out of it. It does make them really survivable, with a 3+ rerolled cover turbo save, but they can't withdraw. You definitely want to have that option because the Spears are so expensive. I tend to run a Serpent/Avenger squad with a Doomseer beside them, hugging and blocking LOS and granting them Fortune.
