Welcome to Librarium Online!
I heard mandrakes are good in cityfight (because of shadow skinned) but when and where should you use Mandrakes and Grotesques?

well grotesques used to be good for shielding and stuff, but with 4th edition rules they are kinda useless. Mandrakes are good for shadow armies, check out eldar online for this shadow army.
"There is no middle ground. Strike Hard, strike fast and strike first."
It really depends on your army's theme and what you plan to do. . . . . . . however, usually Mandrakes aren't worth that many points as they are not terribly powerful, but when used right. . . . . . . . .. .
Grotesques are very unique, but really bizarre to use. I personally don't like them, it doesn't fit well with my playing style.

okay i am a firm believer in mandrakes as their fluff is cool and they are extermely usefull in winning me games because if they are table quarters i spread them out and then which ever quarter i need most i take.
also the have great psychological effects on the opponent by making them worry about mandrakes when really they don't need to.
also if there is a certain unit that i need to hold in combat i will often use my mandrakes as they always get their save. and will be tougher to kill than troops
Grotesques help you take prisoners. When you beat the enemy in assault with Grotesques, the enemy must fall back. You roll your 4+ for the ones you killed. Then if you can catch up to the people running you capture them too! MUAAHAHAHAHAHAH!!!!
R U 0K!??!? BUHHHHST WUUUULFFFFF!!!
well, i think grots are great, but i don't know the new 4ed rules, but in previous they're great.. when controlled by a haemi they're sweet ^_^

yeah in 4th ed there are not as great the grots as they can't screen anythin anymore but the uber ones with urien would be a great match up urien takes so many prisoners it is unbelievable
once when using that combo the number of prisoners i took actually won the game for me.
Mandrakes are great for keeping nasty heavy weapons squads such as devastators from shooting your raiders down. Use their hidden deployment McThingy then just get them in close combat.
Grots were handy for crossfire rule in the old edition as opponents always fell back from them if defeated in close combat, however, I am not sure how the crossfire rule works in the 4th Ed. but if its the same, grots can be nasty.
