I'm thinking of starting up an Necron army, so what should I get? Should I start with the battle force and if so, where should I go from there?

The Necron battleforce is a fantastic start to an army. It gives you a strong core of units to jump up to 1k games with a few extra purchases.
The next step is to get a Necron Lord. Destroyer or Foot lord is up to you. However for a beginner I suggest a simple footlord with resorb to get used to living through pretty much anything except charging assault specialists. Destroyer Lords work well with a scarab or wraith squad to sit in, and are very tough, able to go toe to toe with many combat leaders from other races.
After the lord I would grab an extra destroyer. 4-5 is a decent size for 1k games, however 2 squads of 3 is optimal up until about 1.5k games.
Also, for basic gameplay, warriors aren't really worth taking in squads over 10, so you will have two squads to use, and what you do with the other 8 models is up to you. If you like to convert a bit, you can modify warriors into Immortals and Flayed ones, so an extra box (bringing you up to 40 warriors and 9 scarab swarms respectively). By splitting these up you can make about 5 each of immortals and flayed ones, both of which can be helpful additions to your army in the right circumstances.
I've recently started my Necrons and my suggestion is that if you start with Battleforce your next best "upgrades" would probably be:
- 2 to 3 Destroyers more
- A box of Warriors (giving you a total of 40 Warriors and 10 Scarab Swarms, enough for big games)
After that it really depends on what kind of army are you after and what units you need/want to field. You can build a very good 1500 pt force by fielding just Warriors, Destroyers and a Monolith and easily up it to 2000 pts by adding yet more Warriors and Destroyers and maybe a second 'lith.
