It seems that the eldar have a piece of equipment that forces you to throw 3D6 (add togehter) to use psychic abilities (LD) this is causing me major grief as it only costs my reg opponent 10 pts so he is using it each time and it has no range limit...
Often i cant even get my Zoans to shoot or my Swarmlord to use his cool psyc abilities...

If using psychic powers against him is holding you back then don't rely on them so much.
Replace zoans with hive guard or tyranofexes and just don't make a list heavy on psychic powers is really the only thing you can do. I'm not familiar with the eldar codex but i'm assuming that this ability is a piece of wargear on a character. If so just make that character top kill priority.
keep in mind that you still have a chance even with 3d6 to pass your psychic tests it just takes a little luck

As Klondiker says, the quickest thing to solve the problem is to kill the farseer ASAP. Until then, its actually an even chance to pass the powers give or take a bit (the average score of 3 dice added together is 10.5 i belive)
Also as he says, you could do without them. The swarmlord isnt a great choice against some eldar lists, and zoans can easily be replaced by the likes of hive guard or harpys is you have one. (wouldnt recogmend t-fexs but thats just me, if you like them then go for it.)
Thinking about this some more, really you dont need zoans at all against eldar. The wave serpents will negate the lance and the S10 aspect of the zoans and vipers can be killed better by hive guard. Really the only things you might need them badly for are fire prisms. Wraithlords can be dealth with by hive guard or MCs. Try 2 units of hive guard and see how that goes.

Use the Deathleaper on the psyker using this thing. It will redues his LD and make him less attractive to your opponent because his fancy powers won't work as well. This will make him more interested in mucking about with an Autarch or some other Eldar HQ.
Im afraid that that they wont be taunted too much by a deathleaper, and I know offhand that any elder player would rather take a farseer over an autarch given any situation.
but why would you need any phsicic powers playing against an eldar player? hive guard do a much better job than zoanthropes againt eldar in my opinion, and making a dakka tyrant is always an Idea.
That Eldar upgrade that messes with psykers is called Runes of Warding. It makes you test on three dice and gives you perils of the warp for any result above 11. There is no way of dealing with that other than killing the Farseer with the upgrade. This is one of the draw backs of Zoanthropes.
