The codex doesn't say anything about wargear combo restrictions, but the official GW website and my local shop only have three separate loadouts available. I'm wondering how to go about purchasing an Autarch with Swooping Hawk wings, Fusion gun, Mandiblasters, and Scorpion Chainsword. Is this possible?
Definitively possible, though you will have to convert him yourself! =)

Unless you want to buy several versions and swap stuff you'll have to convert. My advice would be to buy the one with the back-pack you need since weapon swaps/conversions are easier to do. On the other hand you could also buy 2 Autarchs, swap weapons, and then use the second one to convert a Biker Autarch. A big bitz box will let you convert one from scratch since any model with that gear is automatically an Autarch.
It is easily possible..? Spare SS sword from exarch, fusion gun from FD exarch, spare wings from those hawks you wonder why you bought, and the appropriate base model of autarch to begin with.
Or simply just use a proxy, noone really cares unless it's a tournament.

ok, follow up question. If I order one of the preset kits from GW, does it come pre-assembled? Are the Hawk wings already attached?
The Warp Spider Jump Generator does not come attached to the Autarch, so I'm going to assume the wings also don't come attached to the other Autarch model. As far as you're wargear loadout, I would start with the Fusion Gun + Chainsword model and either add the Dragon's Breath Flamer (that thing could pass as a Melta any day of the week,) and spare wings from a Swooping Hawk, or just get both Autarch kits and swap parts between them. The biggest reason for using the Fusion Gun model Autarch is simply the Mandiblaster. Trying to hack off the head of the other Autarch model and then attempting to carefully remove the head of a two-part Scorpion model (the second part being the Chainsword,) is not something worth trying to save $15 over. If you don't have the spare Fire Dragon flamer and Swooping Hawk wings, or you're aiming for the cleanest looking model with no neccessary conversion work then getting both kits is the better option.
