So, my friend just brought this little quirk to my attention.
He claims that you can add Karandras to a Harlequin squad, and that the Harlequins then gain the benefits of his Exarch Powers.
Can anyone clarify this? Everything I'm reading in the Eldar Codex is showing me that this could happen.
Harlequins are pretty scary on their own. Imagine if they had Infiltrate and Stealth on top of that! Not to mention a Phoenix Lord leading the way.
I think you are right. I don't see anywhere that says Harlequins are aspect Warriors, which is the only restriction on the Phoenix Lords to join a unit.
For Stealth it specifically says he gives it to any unit of Striking Scorpions he joins. But, Shadowstrike would then work, giving the squad Infiltrate.
As independent characters so they should be able to join other squads that aren't Aspect's, and even start the game with them.
Personally I think you guys are off the mark, what about Skyleaping 10 Wraithguards. How Baharroth carries 10 Wraithguards is anyone's guess though.

Eldar Codex Page 21: "Note that Exarch powers can only ever affect Aspect Warriors and Autarchs in the same squad as the Exarch using them..."
Are Harlequins or Wraithguard aspect warriors? No they are not, so they cannot benefit from Exarch powers.

Regardless of whether or not specific USRs are conferred to the unit, a Phoenix Lord would be able to join a unit of Harlies, right?
Better yet, could someone just list all unit types that a Phoenix Lord is allowed to join?
They can join any unit that isn't an aspect warrior, unless its of their own aspect.
