I'm about to start an ork army because my dark angels have hit their peak. I've got a $400 budget. If anyone can provide suggestions for what units I should get please help/\.
Oh god, on 400 dollars you can make one heck of an ork army.
Tip 1) Use the heck out of ebay. With 400 dollars... let's see.
5 trukks (18-22 on ebay) = 90-110 dollars
120 boys (around 60 cents each) = 72 dollars
7 nobs (for boys squads, unsure of price) = At highest, 25 bucks.
Scratch built Big Mekk with Kustom Force Field = 10-25, depending on what bits you buy. I converted a nob into it with a bunch of bits and a mech arm sort of stuff.
Warbuggies 15x3 = 45
Killa kan 12 x 3 = 36
This so far is only 313 dollars, and it is plenty good to keep you running a strong game up to 1750 easily. I'd also try and get some lootas, they're hard to get at a reasonable price but spending the rest of your money on lootas would be good. If you're lucky, you can get lootas for about two bucks each. Most the time they're 3+ each though, costly buggers.
I've got 1 big problem with ebay. I got cheated out of $150 on an 1,500 point ultramarine army it was either fedex or the guy but I'm not a big fan of it I was thinking more almong the lines of GW.
You should have buyer protection on ebay. You might want to look into that.
If you're not going to use Ebay, then Orks is not a cheap army to start. The main reason it's cheap on ebay is because of all the 'Assault on Black Reach' sets that people wanted the Marines from, but not the Orks. On ebay, it's about $1 per Ork boy. Retail, it's $2 per Ork boy. Also, junky half assembled rhinos and bike bits are relatively cheap on ebay, but expensive retail. In short, if you're going to buy retail, be prepared to spend twice as much as you would with ebay.
Anyway, the most important thing you should do is decide what type of army you want. Do you want a lot of vehicles and bikes? A lot of large units on foot? A lot of walkers? Or a balanced? They're all viable, although the armies that have a lot of one type of unit are probably the most competitive (although I don't find them to be very interesting).
In any case, your army will generally be defined by your troop choices. I'd decide if you mainly want your boyz on foot or in vehicles. Some good units for every army type are grots, shoota boyz, lootas, and killa kans.

You must have been very unlucky, and you also need to look into ebays protection stuff.
Also, I picked up my 4000+ pts of orks and about 2500+ points of Chaos Mariens off ebay and the only issue I had was getting 10 lootas for free.
And if you're going to get this retail from GW, expect to have a solid 1000 pt force instead of a 2500pt force.
