I've been using an army with several eldar jetbike squads, I usually take at least 3. Two with 3 jetbikes each with a shuriken cannon and one with 3 guardian jetbikes, a warlock on jetbike with enhance and a shuriken cannon. I also usually take an autarch on jetbike with mandiblasters and laser lance. I support them with a couple of Vypers with star lances just to give them a bit of anti-MEQ and anti-light vehicle support.
Aside from them I take a fairly balanced Eldar force. I've been thinking about combining the jetbike squadrons into 1 unit of 12 with the warlock attached, meaning they'll be more robust and the warlock's enhance will apply to the whole unit. But losing some of the flexibility.
Do many people play bigger units of jetbikes or is it best to keep them as smaller units?
I've seen a few players run successful Jetbikes. The main thing is, how do they compliment your army?
Small units require no upgrades, they guys sit in Reserve and are objective hunters. Expendable, survivable and cheap.
An offensive unit would still be small but packing a SCannon and a Destruction Warlock, ideally with a Spear. This unit is a heavy hitter without looking like one. Spears and SCannons can hurt low-medium armor easily and Destructor can have a huge impact, especially with 12" movement. The Warlock isn't an awful fighter, so his unit can charge units that are very small or bad in CC and win. They also snag objectives but this isn't their main purpose.
I think if you use your Bikes to fill holes your army has, they'll do well for you in any role.

i use squads of 6 jbs, 2 cannons and an embolden/spear warlock.
i find this to be a sweet spot. embolden helps them stay on the table, they can spend most of the game in a harassment role with the cannons and they can claim objectives for the win. they can also still find cover and when they use their shurican catapults they are putting out a fair number of shots. they will also happily take the side armour of a tank and turn it to scrap with 6 s6 shots and a str9 shot.
I play 10 every couple of games, sometimes the tenth man is a embolden warlock, but with turbo boost 1st turn they tend to survive really well 1st turn and after that the opponent concentrating more on the juicier targets, 10 may seem alot of points but the amount of firepower unleashed is devestating and occasionally even tank pop and you shouldnt get assaulted
i run a squad of 9, they seem a fairly good troop choice, mobile, and even just harassing with shuriken cannons can be effective, but they are not assualt troops, they are harassers, best to just come into range of shuriken cannons, and then use the assualt move to move back out of retalliation range. they can pop transports and even hurt MC's, they can take uncontested objectives, possibly even use your TL shuriken catapults to take an objective.
i tried 3 and 6 but they never seemed to put enough out to make them worth it for anything other than objective holder.
