well I am mainly a SM player and have tried out a few games with my 1500 point list but I picked up a ork codex and thought they seemed just like a fun army to play. Only issue I have is it seems like their army is based on the old las vegas rules the luckier your rolls the better you play, while this is true to every army it seems like orks just have it to an even heavier level. This seem true to everyone? plus if i do start with some orks what is everyones suggestions for a new play?
By "Las Vegas rules" do you mean you can lose everything but still have a good time? Yah, that's orks. I just lost 83 boyz!!! What a fight!
I don't think they are riskier or more reliant on luck; just you need 5 to hit anything in the shooting phase, but you do get to roll 60 dice! My main army was Grey Knights, and switching to orks is 100% fun (I hated losing every single Grey Knight - now it really doesn't matter when I lose 6 orks a turn to single tactical squad's firing - it just makes the remaining 24 orks in the mob more angry).
As for starting out - the obvious answer is get lots of boyz. AoBR is a cheap source of them (and AoBR boyz are all over eBay). Then pick something that looks fun (just do it, grab a trukk cuz it's a beautiful model or a weirdboy because he is just fun to have on the board). That is my strategy for success:
First get the essentials (boyz, boss)
2nd buy something fun (keeps you having a good time while you are losing your first few battles)
3rd, (having played a few games) buy what you see you need - speed, heavy weapons, whatever your style calls for.
4th, buy a few squigs. Don't ask, just do it. Paint them, let them hang around. You need to create a balanced orko-system, man.

I have a metal one painted up for when I squigify a my mates nightbringer... pure hilarity (i love zoggy)
I play marines too, Orks are far more fun to play, and still super competitive. As Jex said, it's not vegas dice with them because instead of getting 20 shots that hit on 3+ you get 60-80 that hit on 5+.
If you play SAG or weirdboyz (which both I recommend for fun purposes) then it gets a little more random
