I have wondered this for a small while now. What are they like... Is it mega huge open rivalry and attacks like in the fantasy counter-part. Or is it more ... toned down. Do they ever even team up?

I'd say it's just slightly better than Space Marines vs Chaos Space Marines. Although DE are not directly doing the bidding of chaos their lifestyle is what caused the fall of the Eldar, at least from the Eldar point of view. There is some pity involved though, but not enough to make any real difference. How the Dark Eldar see their kin is something I don't know much about, but I suspect they see them as weak/cowards/quitters or something similar.
Although I must admit I'm no real expert, in my little world there are no Dark Eldar.
The Eldar embrace psykers, and to Dark Eldar, psykers are playthings to be tortured.
Plus, when a phoenix lord "falls" from being good, he goes DE.
I can't imagine relations are good, and that they'd ever work together, but it's short of out and out war.
There's fluff accounts of them fighting all the time, but not so many of them working together. The Apocalypse Allies Matrix lists them as distrustful, but not outright hostile, though like I said, I'm not familiar with any other accounts in fluff that really support that. There's a nice short story in the DE codex about how the Eldar view the DE as degenerates unable to overcome their baser instincts while the DE view the Eldar as having lost their will to claim their birthright, and struggling vainly against their true selves.
I'm sure there is some fluff about the Harlequins visiting the Dark Eldar on their travels through the webway. There seem to be some blurred edges between the activities of Eldar Corsair pirates and dark eldar as well. Cetainly as Charybdis says, the apocalypse books view the Eldar being able to ally with DE

Well in the DE codex much of the weapons and tools are stolen from the eldar such as a certain grenade made from spirirt stones or something so i imagine that the eldar being all high and mighty see them as a vague memory of a decadent path and the DE see the eldar as traitors to there own eldar-manity by denying the very thing it is to be a higher being.

From what I've been able to gather they don't particularly go looking for a fight with each other but only when necessary, They are both much on the same side against utter annihilation from chaos and both share the link of the harlequins. If Eldar and DE did go to war with each other properly the successful use of the web ways which both need to survive would get quite messy.

Apparently in some publication, a codex or whitedwarf or whatever, there is a story of a troupe of harlequins leading a DEldar army to save a CEldar force from getting killed by Chaos.
My memory of the details are sketchy, but it does make you wonder why the Quins couldn't be arsed making the same effort for Iyanden.
