According to Bell of Lost Souls the new Grey Knight Codex is due for release Q1 of 2011 with a fair chance of January (their words not mine).
With Dark Eldar pretty much all but assured for November (if all the rumours are true) then Necrons would seem to be being pushed back until mid 2011 at the earliest.
If true we can at least hold our heads up high and say that Necrons have the oldest Codex in the game!

This guy has been pretty relaible so far. And the last rumour brimstone posted was that either dark eldar OR necrons would be out in 2010. So that means one of them has to be out this year. This rumour says necrons next year and we've JUST had a marine codex. So with marine/other/marine/other... them we are just waiting for the dark eldar email. Then you have a dilema with 2 possible answers:
1: marine/other/marine/other = inquistion after dark eldar, you can class grey knights as marines
2: source from above says crons after dark eldar.
All in all then it is gonna be dark eldar next and either necrons or grey knights afterwards followed by the other of the pair.

Does anyone really know what Games Workshop is going to do for sure? They are about as predictable as my wife (and that ain't very!). I don't mind waiting for a Dark Eldar codex because theirs is more out of date. But the Grey Knights? We need another Space Marineish codex like we need a hole in the head.
Well, you have to understand, the Space Marine chapters aren't overpowered enough! What would GW do if all the Space Marine players would actually have to put effort into their army lists all of a sudden?! They'd lose half their fanbase right away.
Meh. I've waited years for the Necron codex. I can wait another couple of months if needed.

At this moment the rumour-situation looks like this:
November - Dark Eldar (all but actually confirmed, logistics codes for these are already listed for year 2010 )
December to February? - Grey Knights (?)
Q1 to Q2 2011 - Necrons (?)

Actually, GW made an official statement regarding Necrons as a dangerous investment. This is why we're the red headed step child. Their normal re-release of a codex usually includes new models, fluff, codex, etc. This is a LARGE investment on their part to see little return in their opinion. The sad part is all we ask is a new codex (new models would be nice, but not required). I truely loath they don't support each army FAIRLY! Vanilla marines have had 2 codexes since we released. I understand it's their cash cow, but cmon!

Well, DE have been confirmed, so I think according to the pattern of the releases, we'll see Grey Nights before Necrons. Necrons I think is up there with DE with the riskiness of the investment (even though it isn't that severe, it has the potential to not work out). So I guess we'll have to sit tight for at least another half year for the codex.
Thats all in my opinion of course.

Well, as has already been posted Dark Eldar are official. Considering that one assumes some fantasy will also be in the mix (Tomb Kings or Ogres may be) and Grey Knights (a no brainer for GW re sales, they will fly off the shelves) then Necrons may well be mid to late 2011 at the earliest.
I have also heard the GW line about risky, that's the old self fullfilling prophecy bit; Necrons are out of date, so no one plays Necrons, so risky to bring out new ones. If they stick with this line they will never be replaced and will merely 'phase out' so to speak.
Nothing any of us can do about it.
The only nugget of interest is a bit I read about something unique happening at Games Day that has never happened before. A double Codex hit?
I'm fully convinced that Games Workshop doesn't give a rats' behind about the customers concerns so long as the money rolls in. If they did care, they would have more plastic models and multi packs to give customers a good value. In Canada the prices for all GW models went up 5-13% across the board; for instance, a Soul Grinder went from $69.00 to $74.99 and a codex went from $30.00 to $34.99. GW also cancelled the Games Day in Canada. Point is, money is tight and models are more expensive and people want more for their money. The only reason why Necrons aren't really viable is because the codex is not great. I really don't want to buy any Necrons until a new codex anyway. For me, the longer the codex releae, the longer GW waits for my money.
GW just doesnt realise that the old armies dont attract new players because they are out of the spotlight and less compedative, while the older veteran players will have enough models to play games and will generally buy less, giving GW a false beleif that nobody plays said army.
I'm not saying run out and spend $14,000,000 on Necrons tonight, although if you did they may get a new codex... (Hint) :p
