Strange question but he has both power klaw and Urty syringe
The syringe means he always woulds on a 4+ but with a PK he would have S8 or S9 on the charge so should be hitting on a 2 or at worse a 3 99.9% of the time.
So which rule over see's the other
as syringe says Always wounds on a 4+
but if thats the case and he hits something say T4 he would not be hitting on a 2+ from the PK but on a 4+ as always means no matter what whiether its better or worse?
Was there an FAQ about this as it kinda makes the PK pointless other than hitting veh
and whats worse is he would be stricking with I1 because of the PK claw.
Kinda seems like his taken the two and take the worse of both - the band Initive and 4+ to wound instead of 2+/3+

My understanding is that you get to choose which you attack with, either attack with the power claw or his urty syringe.
Sort of like Huron for Chaos were you can choose to use his power claw or his power axe.

Interestingly enough, I just played against him recently (both the Mad Doc, Ghazghkull and some meganobs with cybork bodies!). Yeah, you choose which weapon you want to use in each assault phase. Just like Marneus Calgar, who can choose to attack with his power fist or power sword. The only advantage with using the 'urty syringe is that you attack at regular initiative as opposed to I1.

I always use the powerklaw. I've never been in a situation where the slight bonus to initiative was a better choice than the powerklaw's double strength and armor save negation.

Only use the urty syringe if you have to make a quick operation on an single eldar or guard model. The poor chap has walk all over the battlefield for an appointment with the well known doctor.
