Hi before I start my Tau army I'm looking for general tips for playing Tau, good unit/item combos, unit tactics, and possibly a description of the uses of the different units. I am also looking for tips and strategy when playing Tau against SM,Nids,DE,Chaos.

tau dont have lots of variety right now, most of what your going to here (until new codex) is less fire warriors, more suits, no vespids or drone squads of any kind... EVER!
other than that its personal preference, but here is what i feel on the armies you listed:
space marines:...shocker. plasma, plasma, plasma. when playing marines you can't go wrong when fielding plasma, missile (with some practice of course). kroot should be used as a screen unit, as with almost every other army. ?I would field at least 4 railguns (2 broadsides, 2 hammerheads).
Tyranids:railheads (hammerheads with railguns) submunition blast hurts them bad, and they're one of the few armies where the airbursting...thing is useful. torch squads (crisis suits with twin-linked flamers and a missile pod) are very useful against the horde, and against 'nidzilla (lots of monstrous creatures) plasma and railguns will never fail (depending on how the dice feel). i recommend 3 railheads for horde nids or 2 railheads, 2 broadsides for nidzilla.
dark eldar: here is where crisis suits with missiles shine. missile, plasma suits are good, and railheads will pulp anything they can throw at you, kroot need to be screening (WARNING: they're one of like 2 armies that are more mobile than tau). broadsides would be a little wasted as the highest AV they have is 11.
Chaos: Demons or space marines? if demons, they're pretty easy, as when they come down they are extremely vulnerable (save the soulgrinder). they also tend to come down piecemeal which is extremely good, because you can pulp one unit at a time. demons require lots of shots in lue of high AP due to every single one having an invul. in the case of marines pretty much the same, if he has slaanesh prince, aim for that jerk first.
