can anyone recomend a good base for a starting player?
Both Warriors and Wyches augment each other and have an important role and my opinion would be to pick up at least one of each. Grab a Raider for both as even if you are deploying out of a WWP there is a good chance that your opponent may try to not oblige you and move away from the WWP. Unless you have a very specific plan on how you want to use Haemonculi, Succubus, or special characters then I would recommend defaulting to an Archon.
One thing I learned from experience in this new edition with playtest games as Dark Eldar is that if you think you have enough Dark Lances, chances are you still need more.

I'd say it depends on what you want.
There are three distinct choices for theme here.
1. Warrior Kabal (warriors, incubi, ravagers)
2. Wych Cult (wytches, hellions, reavers, beastmasters)
3. Haemonculus Coven. (wracks, grotesques, scourges, talos, chronos)
You can mix them up, and most will.
I'm leaning towards a coven/cult raiding force at the moment.
For tank killing, heat lances are looking quite good, S6 melta, lance, ap1, and then there are all the haywire grenades.
Find a theme that appeals to you.

am thinking of a hard hitting force, plenty of attacks, with something to absorb incoming fire with a few helions thrown in
A wych cult themed force (based off the same principles that applied in the old/current codex) will be unbelievably fast and pack a fairly hefty punch in assault but will fold under anything worse than boltgun fire if you get caught flatfooted.
My advice to any new player building a DE army is to take your HQ of choice (I like the archon but a succubus can come in significantly cheaper), 2 units of warriors (they are a solid backbone to any army) and then expand from there.
A note for hellions though, if you want them to be a large part of your army then The Baron is a very useful character - he isn't as powerfull as an archon or succubi but he provides a couple nice bonuses to a unit of hellions he joins and he can provide some semi-decent anti tank on the charge should the situation arise (S6 on the charge versus most vehicles rear armour of 10 isn't too shabby). Plus he has a skyboard, something no other character has.

Don't forget the Baron makes Hellions troop choices, meaning you can still run Scourges and Reavers for a super-fast army.
