Is there anything in the fluff about why they dont exist?
It's probably a matter of there being no incentive to make them.
Additionally it's not out of the question to assume that these 'aspects' don't even have a phoenix lord at all. Why? Because the Phoenix Lords were all trained by Asurman. 1 master, 5 pupils. These pupils were taken shortly after the fall as a method of creating a diverse range of troops that wouldn't fall to slaanesh while they trained. Presumably Asurman didn't train any phoenix lord of the warpspiders or the shining spears because these aspects were created in response to some perceived shortfall in the eldar arsenal. Let's investigate.
Shining spears; Their unit entry describes them as being the spear of Khaine, a weapon.
Warpspiders; Their unit entry lists them as taking their name from some sort of insect in the crystal domes.
Contrasting these two things to the other unit entries they seem kind of tame. Almost sublime. It's only "implied" that they have a function. Now let's compare.
Banshees; inspiration taken from a Goddess.
Scorpions; take their function not just from an animal but also tangentially related to Khaine and ambush tactics.
Swooping hawks; mythical creatures. Similar to the 'angel' part of Blood Angels. It implies some higher origin.
Fire Dragons; inspiration from an astral serpent. Legendary dragon, associated with mass destruction.
Dark reapers; essentially Khaine as a merciless destroyer. Any other God known for killing people en masse (biblical egypt?) could have been substituted and remained appropriate.
Therefore I propose that other than author laziness, the reason there are no Phoenix Lords for the other 2 aspects is because they weren't considered necessary or important by Asurman and were only created later by a probable combination of whimsy and innovation-via-desperation where a new idea or sudden requirement spawned a response that was successful enough to warrent further development.
Shining Spears and Spiders don't have a PL because when GW came up with the idea of them (PL), Spears and Spiders didn't exist. Also
Shining Spears represent the aspect of Khaine that embodies the single, perfect, killing blow
Warp Spiders represent the aspect of Khaine that embodies taking great risks to defeat the enemy. This is represented by their use of the Warp Generators to jump through the warp, an act that puts their souls in danger but allows them to make surprise attacks.
One last thing Karandras was trained by Arhra not Asurman.
Neg beat me to it. The original Striking Scorpion fell from grace, and Karandras stepped up to the plate.
If there were a warp spider phoenix lord, hopefully it would come with just enough tweaks to make them as awesome of a unit as I want them to be (they're almost there already)
Is the issue that we're regarding aspect warriors as actually requiring a Phoenix Lord or are we recognising that they are just specialised fighters using 1 method to fight?
As I said above, I don't regard warp-spiders or shining spears as actually being related to phoenix lords directly as they seem to have been 'invented later' both in terms of their introduction to the game as well as their emergence within the canon.
Apocalypse reloade has the Shard of the Void Weaver, a formation of warp spiders. The formations lead exarch is designated as the Void Weaver. The fluff says this is a temporary title, and that none outside the Aspect's exarchs know its meaning. Could the Void Weaver be the lost Phoenix Lord of the Warp Spiders?

I think we need to sit down and crunch out what exactly we regard a phoenix lord to *be* before speculating on 'who' it could be.
Well I'm simply saying that GW seems to be implying that there is a Warp Spider Phoenix Lord, but that he's waaaaay mysterious, so only the exarchs of his shrine know about him.
My guess? AP3 deathspinners and powerblades that cause instant death (GW seems to like AP3 and instakill powerweapons right now). Also the void leap power from Apoc Reloaded, which is like skyleap only they DS back in on the same turn but suffer casualties if you roll a double for your scatter distance.
