I'm going halfsies with a buddy on AoBR and he's taking the Orks. What would be good for him to get next to build his army? (Assuming he already has a codex). We're both new to 40k.

The 20 in AoBR are a great start, but another mob or a full 30 would be cool. Also, a mob of shoota boyz in addition to the slugga/choppas would be good.
Gretchen are amazingly useful for their cheap points cost.

Get some more Nobz... You can put together 3 or more Power Klaw Nobz in a standard GW Nobz box... having one to lead your boyz mob is invaluable.
After that it's a matter of how he plays, what he wants to fill a need, etc.
A couple more Koptas? A mob of bikers? A couple trukks or a battlewagon??
Depends which way he wants to go with his army.there are three main ways: green tide, kanwall, or speed freaks. Green tide uses over 100 boys and runs them at the enemy, kanwall uses three units of three killla kanz, and some large units of buys with shootas, and speed freaks uses boys on trukks, and the other fast attack choices.
For any of the types, i would reccomend the battle force. That will give you more boys , 3 bikers ( always useful) , and a trukk. Also, the above suggestion of nobz is very good. If you buy one box of nobs then you will have a squad of ten with all the upgrades you need.
When in doubt, buy more boyz. ^_^

+1 darkness. I'd get a battleforce AND an ork codex (if you don't already have one). That'll give you enough boyz to run two groups of 20, + PK/BP nobz. Keep in mind that the assault on black reach box is unfairly balanced towards the space marines...but with an ork codex, you can easily fluff up the ork side to match the SM side pointwise. The reason they are unfairly balanced, is because the orks utterly decimate SM's at lower point games...it isn't even a slight contest, the orks just mow them down. Our poor friend has been playing SM's for months, he's never beaten...well any other army. Poor SM's.
With the ork codex in hand, I'd start running army lists through proxies. There is no reason whatsoever to start dumping hundreds of dollars into models until you have an idea of the type of army you'd like to play. If you are playing with your friend, just tell him "these nobz are meganobz this game". Or, "My warboss is a KFF Big Mek". Or this circles I cut out of paper are killa kans. Don't feel bad doing this, you're learning and saving money at the same time. Once you understand the units, then start buying the things you want.
I'd also start checking your local craigslist. If you check it every few days, you could encounter an ork player who doesn't want to play warhammer anymore, dumping his models for 95% off retail.
