As I want to get playing with my Eldar as soon as possible, I'm wondering what small lists usually contain? I'm thinking something like this:
I'll most likely pick up some bits so I can switch between Falcon and Wave Serpent Turrets.
5000p. High Elves
Wrathlords and avatars
Eldar -APOC- 6500 Points
Chaos Daemons -Fate Crusher- 3500 Points
Grey knights - 1000 Points
I'd go for a bit more survivability there so I'd favor holofields over the other upgrades. Also since you'll probably be trying to use cover vs speed spirit stones aren't so vital.
I do think the EML is the weapon to take though, and that's a generally fine list, though 500 points is always a little strange and erratic in how it plays out.
As Eric said, Wraithlords and the Avatar are fantasic at low points because they are not dramatically over priced and are tough sons of b****es. There is not a lot of heavy weapons floating around so your wraithlords will survive a couple of turns at least if not the whole game, and if your opponent does kill your wraithlord over the course of the game then they havent been shooting at the rest of your army which is now about to walk all over them.
Do you guys really think the avatar and wraithlords would work well at 500pts? Seems like you're going to lack the firebase to make armies reliably come to you, and move to slow to really bring it to them. You either have to have just one wraithlord or you're going to be lean on equipment AND making wraithisght rolls. And footslogging Eldar troops are awefully vulnerable to being cleared.
Still, not all bad in any case. But I'm suspicious of 500pt lists generally being loaded for armor values and zillas.

I would really take scatter lasers and shuriken cannon over eml . More shots>higher strenght 1 shot especially at this point level.
Wraithlords works ONLY at this level (and 750, maximum 1000) if you want a good balanced list. after that you`ll put them on shelves and get them out for friendly story mode games.
I woud throw some Jetbikes and a a biked Farseer with Fortune.
I run a 400pt combat patrol tourney a few times a year, and my Eldar are always in the top 2.
I run Scorpions, Pathfinders, and 2 War Walkers.
At the beginning of turn 1, I spray my opponent's army with the bacon flavored spray. Then I unleash my Boston Terrier Squiggoth who then devours their entire bacon flavored army! There is no defense against her cuteness! All are doomed!
