I am thinking of putting together a dark eldar force and was wondering if it is possible to construct an all infantry list with any degree of success?
I am not a tournament player, and have no real interest in competativity, but woul rather not lose every single game prior to deployment....
I am considering the use of a webway portal to still allow for a degree of mobility, and I will be using reavers and Scourges, so it will not be a stationary force, but no raiders (or ravagers, hellions, venoms etc).
I hate vehicles.
With this in mind how would you go about deploying the webway portal? Or is this a pipe dream? I was considering mandrakes as a delivery mechanism for it, but am I correct in saying that an IC joining the squad (with the portal) would nullify thier infiltrate and scout moves?

You are definitly correct in assuming that the IC nullifies their infiltrate. If you have your heart set on a WWP list with no vehicles then I would recomend harlies with a homeculus. FNP and a 5+ invuln will help, but really its the shadowseer that is going to keep your portal bearer safe. Old style sniper squads (trueborn or otherwise) would almost be needed for long range DL support. Scourges and reavers would definitly want to come out of the portal. A mix of talos and cronus would make it reasonable. Grotesques or wracks might not be a bad idea either if you have the slots for them. I don't think it'll work as well as a vehicle packed list, but you shouldn't auto loose. Just get into CC with our harder CC troops, and try to stunlock every nasty tank you can find.
Although I haven't tried all-foot before I have tried a WWP and I feel a well constructed list can perform decently. I do prefer vehicles even though they do provide speed to the list but the wwp kind of bridges that gap so it may work. For me, a WWP list has 2 elements - deploying force and the portal force. If I made a list with no vehicles in it then I would probably settle for 2 portals with one "tough as nails" escort squad and the other with some sort of gimmick - both should be designed to survive a first turn beating in case your opponent gets first turn. A couple combinations I would try would be:
Harliquins (w/shadowseer) with either an Archon or Haemy
Wracks with either an Archon or Haemy
Mandrakes with Archon or Haemy (but preferably a Haemy)
Warriors with Archon or Haemy (camper warriors with some shooting upgrades so they can camp)
You could also add the Baron into this equation with his special stealth rule - just add him to the starting deployer unit and he can go his merry way once the units in the portal emerge.
Also, you would have to be pretty involved in the set up of board terrain and where objectives would go and visualize where the portal carriers will start and end on turn 1 (I am presuming that we all want a turn 1 deployment of the portal).
Now, since the portals may not be as deep as the midboard (the portal being just shy) the units in the portal will have to have either good movement, good shooting or both (of course). For example, beasts will still have a huge charge range, bikes will definitely perform excellently no matter where the portal is and even Scourges with heat lances could hit just about anything once they emerge - heck, even hellions have a huge charge range coming out of a portal.
The part I do not like is the idea of our troop choices on foot coming out of the portal. I just can't see them being productive on the turn the emerge unless the opponent is stupid enough to get close - thus the squad will have to be really large or the unit may need FnP, or stealth or whatever. With this in mind, I probably wouldn't make them too overly CC orientated as they may be needing to move each turn to get to an objective (again, depending on how well you placed the objectives and terrain).
Perhaps I should stop here and ask what kind of units were you going to use - I can go on rambling out loud and not know what you like or dislike. Do you have a Talos or Chronos? Do you have all the Fast Attack units available, etc.,
I am kind of interested in this now so I will try to make a list that would be interesting for me to try out and see what it looks like as I have not tried this "theme" before.

It could definitely work. Trueborn dark lance snipers, baron to make Hellions troop choices, Harleys with haemy to cart the portal, reavers and Hellions to run out. Talos. As many blasters/lances as you cam get.
Thanks for the replies people, in response to KwiKwag; I was thinking of taking warriors as troops (perhaps camping dark lance sniper teams), a unit of grotesques, reavers, trueborn, maybe incubi (though I can see there uses being liited without a transport), and scourges. I was also thinking of taking a Chronos, (i prefer the utility aspect to that of a talos). I am not overly keen on the idea of hellions, but I am not opposed to harli's.
The reason my choices are fairly limited is that I will be running this as an ordo xenos inquisition 'counts as' force, with models heavily converted from the Imperial guard and empire ranges, and am hoping to keep my choices to anything that I can rationalize.
What are people's thought's on a warrior squad with carbines, splinter cannnons and led by sliscuss coming out of the portal? I could potentially use the chronos to give them fnp.
They would be able to stay mobile (all assault weps) and should be able to put some pain on any infantry near the portal High volume of shots hitting on 3's, wounding on 3's, thus reducing counter fire post exit?
In a pure infantry list the elite slots should go to mandrakes, harlequins and grotesques first as they provide things none of the other slots can easily replicate sensibly.
I love the idea of scout and infiltrate, the issue I have with them is that they need a pain token in order for thier shooting attack to function, but putting a charecter (heamy) with them negates these special rules. any suggestions?
...are a waste in your pure infantry army. The harlys are good, but all the other elite slots become garbage with no transports. The low model count units near the front are going to get shot to bits especially since they offer very limited shooting of their own. Trueborn snipers are at least going to be out of the way, where low model count units tend to get ignored.
Mandrakes could be feasible, but if they can't assault something the turn they infiltrate, they're gonna die.
That said the real magic of mandrakes is their flexibility in deployment, sometimes just by being there they can have a massive effect on a game - especially given they are the only sources of infiltrate and outflanking in the entire codex.
