I'm hoping to build a small 40k in a Flash Eldar army, and I'm wondering which craftworlds are best oriented towards the small groups and specialized rules that the setup demands. Any recommendations from you eldar players?

Well here they are and why/why not
(N) Beil Tan-Lack of models. All the basic troops are really expensive and u wont ahve alot of models
(N) (Y) Saim Hann-Again not alot of models, but vppers and jetbikes are allowed so this is a viable option. The power opf the vypers and speed of the vypers and jetbikes is unbeatbale. Be ware tho. This army would lead yu to ahve the least numbers of all the cragtworlds. One bike cost more then double a marine! and vypers even more...
(N) Iyanden- Again ALmost no models. and u cant have wraithlords so almost no point
(Y) Alatoic- This is a great choice. They dont rely heavily on HQ and u cant field either of the two in 40k in a flash. Since their wont be many vehicles, shooting the pee pee out of the enemy troops is what alatoic do best.
(Y) Ulthwe- Since u dont ahve to take a seer council, having troops that hit as often as marines is always great! and the sheer volume of fire u can have thi is also a viable option. All the guardians hit on 3's and with a star cannon or two u can take out the light vehicles of heavy infantry with ease if there are any. When u get close, All those shuriken shots..drool.
(N) Vanilla- You can do really anything, but the lack of the cool special rules of each craftworld. Some (as point out above) of these cool rules give u a significant advantage on the table top.

I would add:
Beil tann - would work once - in the right conditions, if you know who you are facing, a hoard of banshees or dark reapers will kill in swathes, but will only work once and so is very expensive, I would go with Salamanders NO to this one
Saim Hann - I have had some sucess with jet bikes but only against very weak players, you can put together a very nasty power game list with 5 or 6 vypers, there is a list up in the army lists section, but you will rpidly hack people off
Ulthwe as per Salamander - although I would play USF since this means you get black guardians accross the board
nilla as per Salamander
Alaitoc- too expensive points wise, it may have some limited sucess due to the impact of the ranger disruption table on small armies, but once that is out the way, you are gonna struggle to cope
Iyanden - way to expensive points wise to be effective in 400 points
