Well i wouldn't exactly say these units are competing however they open up some very clever options.
a 5 man scourge with 2 HWL is roughly the same as a ravager with 3 DL's with upgrades.
However the potential of scourges far outweighs the the ravagers DL.
the scourges against any vehicle has a 1.11% chance to glance and above
the ravager against AV 11 has a 1.33% chance to glance and above.
Though as the AV increases the ravager does not perform as well as the scourges, people will say Oh but the ravager has a better potential to penetrate.
well on AV 12 the ravager needs 5's or 6's for AP, the scourges are null and void as they just need 6's on everything.
What about survivability? i don't really know your comparing a 5 man squad to a a paper thin open top skimmer.
However something i was thinking about is that scourges gaurantee stunlock, also they open up the Heavy slot choices for some more terrifying choices.
Ravager Dissintegrator spam anyone? ever wanted to go with 3 Razorwings?
Anyone tried this? i really think it has the potential to open our army up to some more competitive builds. thoughts?

I've played around with scourges, dissy ravagers, and multiple razorwings.
In terms of price scourges and ravagers are about equal depending on upgrades.
In terms of survival, it's all relative. A ravager will probably take 1-2 pens from 3 lascannon shots (potentially killing it.) You're scourges will probably only lose 1-2 models. But on the other hand, with AV11 the ravager is going to survive ten marines rapid firing with bolters (probably even if they get rear armor.) the scourges will die. Scourges also have to be closer and can be prevented from shooting if tied up in combat.
I have better luck with ravagers.
Personally ravagers I find are still a better choice. This is not saying a unit of haywire blaster armed scourges can't be in the same list.
I find that the ravager is more survivable than scourges. Because of the shorter range of their weaponry, it means that they have to be closer to the enemy. This opens them up to boltgun fire etc which will wipe them out very quickly.
Further to that though I find that the extra potential that ravagers have to penetrate a vehicle makes them slightly have an edge. A vehicle destroyed/wrecked is out of the game. The quicker you get a vehicle out of the game the quicker you can move onto new targets.
Just my thoughts I guess. It's not uncommon that I won't take both units in the same list though. Generally 2 ravagers and a unit of scourges at least...
There is nothing more annoying when your Wyches with Plasma Grenades get "Always strikes First" for their combat drugs!
