In short, I think he's excellent. The model is excellent, and he has an invulnerable save! Like, I mean, a proper one! Sure, he's 225 points but who cares. I think he is a genius addition to an Eldar force (cue purist haters about points efficiency).
I think this could quite possibly be the start of something excellent for an Eldar force. Just imagine, this has provided the opportunity to nail standard marines with Dark Reapers from 48" away with no saves, and pop tanks from a distance or nail Termies with AP2 weapons and then bounce off again. Sure, we can't pass over the fact that P. Lords aren't worth their points, and never will be. But I like the idea of 3 strength 7 shots and AP2, and be able to move and assault... Moreover, what's not to love about a power weapon on the front of a heavy weapon? I just think that shows a ridiculous lack of respect... and I like that.
There are draw backs. He can only fire 24 inches, unless using Ghostlight, and the Shadow Spectres as an aspect can only fire 12"... but these are small details. I don't care about that since you'll still not be leaving home without Fire Dragons and DAs as is standard for ALL Eldar lists - this caters for your countering troops or vehicles already. This leaves Dark Reapers and Spectres as excellent counters for heavy infantry and an excellent counter for GK, or even the new Necrons, perhaps?

Its good to see a phoenix lord with an invuln.
Way too many points.
As of now, shadow spectres are incredibly overpriced as well (you end up spending a ridiculous amount of points for once ghostlight shot, which becomes significantly worse if you even take one casualty.)

The "OFFICIAL" line is that if a tournament does not specifically ban the use of forgeworld stuff, you can use it (once it's in an IA book). If the rules are experimental (like the downloadable ones) then you obviously can't.
It very much depends on the tournament. Some permit, some don't.
