I'm really not sure how many scarabs to use in a 2000 point army. I plan to use 16 (two groups of 8 ). My army is pretty anti-vehicle light, but the people I'll be playing with are pretty vehicle light anyways. Is it necessary to use a Spyder with them?

I use 3 squads of 10 in both my 2000 and 2500 lists for 450 points. I do not use tomb spiders

It's not necessary, but on paper they look really great. Added benefit of MC support to your army, plus some nice utility. Fabricator Claws if you're meched up, and Gloom Prisms if your opponents are psyker heavy.
I haven't had the chance to play yet, so I can't say what's good for 2,000 points, but 2x8 Scarabs look good to me. If you run any Spyders, feel free to drop 2 from one group to add to the other, or skim off the top for points to spend elsewhere... getting free models is sweet like that!

I run 1 unit of 10 scarabs backed by some spyders. I always take a minimum of 1 unit of 3 spyders. In my more competitive build, I run 8-9 spyders.

I would really love to see a 2k scarab spam army (3 x 10 scarabs and 9 tomb spyders) just for shock value lolz

None, I take 15 wraiths at 2k, 18 at 2.5k+.
But If you do run them... 2 squads of around 7-9 should work? On average rolls against moving targets 1 scarab = -1 AV and against stationary targets 1 scarab = -2 AV.
If you stun a vehicle first with anni barges, you can then kill them the next turn with scrabs, stun some other vehicle and repeat.
