How do you beat this guy? played a 1000 point game (spearhead, annihilation) against BA with a baal pred, priest and 9 death company in a rhino (no jetpacks) mephiston and 10 death company. My list was DLord (MSS, WS, 2+), Overlord (phaeron, Orb MSS, WS) 20 warriors, 10 warriors, 6 scarabs, 6 scarabs, A Barge (Gauss).
turn 1 his rhino switched sides, mephy&death company moved 12 to the centre behind cover so nothing could see it. Pred shot down 6 warriors thanks to scout moves. I Screened my 20 man squad with scarabs, and my other 10 man squad with the other scarabs. Shot the Pred with 20 gauss shots, immobilised and stunned it cos i couldn't see anything else. A Barge shot the death company and did nothing. 10 man squad also wiffed.
turn 2 Mehpy&BA assault scarabs screening the 20 man squad. dead scarabs. Rhino Immobilised itself. I jumped my dLord right next to mephiston. 30 warriors rapid fired at the death company killing 6. Charged them with my Overlords squad and finished them off. A Barge shot pred, hoping to stun it again but failed. DLord charged meph, who passed MSS and killed me. Consolidated and i came back.
Turn 3 meph moved and charged the 10 man squad, lost morale and got swept. he consolidated to the other side of the ruins. pred shot scarab squad killing 2 bases. Marines in rhino disembarked. I rapid fired mephiston and managed to deal 1 wound with 32 shots. Charged him with scarabs for lols and 1 base survived his attacks but failed to no anything and killed itself to fearless saves. dLord charged and killed pred. a Barge shot 10 man squad, arced and got 6 hits on the rhino, 2 glances and weapon destroyed and stunned.
Turn 4 Meph assaulted 20 man warriors, Passed MSS and killed the lot. lord did not return. 10 man squad too far away to charge. I Charged them in turn with the Dlord who held out and killed 2.
Turn 5 Meph charged a Barge, stunned it. DLord killed 2 more men. In my turn teh baurge died, and he lost 2 more marines.. and he failed his first MSS.
Turn 6 meph charged into the only remaining combat and triumphed, passing MSS that targeted him. until i came back again. Went for an all or nothing attempt at Meph in my turn and hoping the game went to T7 so i could at least draw but he passed MSS and killed me and i did not return. BA win 6-2.
by teh end of game he passed 8/9 MSS. 4 with Meph. What on earth do we have to kill him?

My first thought that comes to mind is Canoptek Wraiths, easy to get a whip coil on him since he is a 1-man unit and strength 6 means 4+ to wound for the wraiths. The 3++ save is good versus his force sword but each failed save will mean a dead wraith since he will most likely get strength 10 from Sanguine Sword. Mephiston do cost as much as 6 wraiths with 3 coils and 2 pistols. Sadly, he will most likely charge the wraiths since he got fleet of foot meaning no charging attacks for us. ; ;
I am not sure how good a small squad of wraiths with a coil or 2 and an attached D-lord would do against him

I spose MSS should have worked more often and then he wouldn't have been so tough, if he failed once against the DLord i could have put 3 wounds on him thanks to S7 PE, and maybe made him kill himself. But i want something more reliable next time. Spiders and whip coil wraiths? bit much for 1000 pint game though.
Just try again with the Shackles. You had very bad luck that game. He only has a 50% chance to pass LD10 test on 3d6, and he passed 88.88% of his tests. Granted, a single Shackle isn't entirely reliable at 50%, but if you stack two against him in one combat, he still should have failed more than 1 save the entire game.

As people have said, Mindshackle is the way to go. You had very bad luck in that he kept passing those MSS tests; my experience has shown that it's rare for my opponent to do so. Also, the one time I fought Mephiston was with an Overlord attached to Lychguard (with shield). The 4++ save helped a ton (plus a 3++ on the Lord) and allowed me to retort. That's an expensive unit in a 1000 point game... but then again, so is Mephiston.
MS Scarabs were supposed to do the job. However, if you want sth more reliable, you could take 3 lance crypteks instead of 6 scarabs. He has no invu at all, remember? Moreover, throw a warrior and take Tesseract labyrinth to 1 of your lords. Focus fire to kill his squad, then fire your lances to take out 2 wounds and charge your lords. Even if he doesn't fail any of the Mindshackles, your Tesseract Labyrinth kills him on a roll of 4+ (he has 3 wounds remaining).

wraiths and scarabs could do the job if they work together
wraiths with coils (3-4) to reduce him and his scuad to i1 so that they attack 1st then use ur scarabs if he fails 1 armour save v's the scarabs he no longer has an armour save which means easy kill esp if he aint got an inv save (i dot know much about him as ive neva fought him)
The art of war is simple enough. Find out where your enemy is. Get at him as soon as you can. Strike him as hard as you can, and keep moving.
Mindshackle Scarabs should do a decent job, just make sure you get Mephiston alone into combat alone. As there is no other targets the MSS will strike Meph. If he fails his Ld he just whacks himself and does not get normal attacks at all. With that an a normal Warscythe he should go down. You could also try Spyders with Gloom Prism, Harbringer of Destruction Court and Deathmarks.

MSS was the first choice. i got him in 1v1 combat 4 times and he passed all 4.
Same in your case. Sure, MSS didn't work too well for you. But they are the best counter to Meph. And sure, you can try using other things, but those other things won't be as effective as MSS, and you're starting to dedicate a huge chunk of your army to counter a smaller portion of his. And what happens when MSS works next time? Now you have half your army in their anti-Meph role with nothing to do (hyperbole, but, you know...).
So, my advice is: give it another run. His luck can't hold out forever.
