So my buddy runs a Necron Overlord with a Warsycthe and I have yet to play against, but I've heard the Overlord is a beast! I was wondering what's the best CC unit in the DE army, if any, to take him down?
Overlords can be a pain, but they still suffer from the army wide low I characteristic. I have wiped the floor with a 20 man warrior squad with two attached mindshackle lords and a decked out Overlord also with mindshackle scarabs with a single squad of 9 bloodbrides with three shardnets a Syren with agoniser and lady Malys attached. Just make sure your shardnets get into all the lords and put your characters as far from the lords as possible. The numeric of attacks we can dish out is more than enough to win combat against necrons and that is what we strive for.
Now destroyer lords are a whole different beast. But that beast is best handled with massed poisoned hits. Force enough saves and he will drop like a sac of potatoes. The biggest thing to remember is when you run down an Overlord, lord, cryptecs, or any ICs on your consolidation move spread out around their markers. If they can't get up within three inches of said marker they can't get up at all. No point in having to kill the same model twice.

What if he runs them with Lychguard though? There's so many wounds to be allocated and I'm not sure how to eliminate that heavy of a squad.
Ah yes Lychguard, kinda a pain in the butt. If you are going to run into these it is best to have furious charge or be Str 4 to begin with. The high toughness of the lychguard is their real saving grace against the DE, most of our CC units need sixes to wound them. But fear not, there is an answer to these shield totting robots. Our answer to Lychguard are the tried and true Incubi, with the high number of power weapon attacks and all at str 4 they only need 5s to wound. If you can find a way to give them furious charge before they head into those Lych you only need fours to wound. And if you take a Klaivex with onslaught every six to wound will get you another attack. But a good thing to keep in mind is that even the assault oriented necrons suffer from that low Initiative, kill enough of them before they hit you and make sure they run so they cannot come back and you should have it in the bag.
As for getting a squad two pain tokens I have seen it done a couple of ways. one is to start the unit in the back field with a haemonculus then break them off (taking the token) to embark on their transport joining another haemonculus, usually and Ancient with scissorhand and Liquifier gun. I have also seen it done with an archon with combat drugs and a really good roll on the drugs.
All in all I think incubi are our best bet. Just be careful of terrain, no assault grenades.

It is at the end of the phase. And the consolidation move is still part of the assault phase.
Also remembering that when you wipe a whole squad they cannot get up, only the Ever-Living Characters can try to get back up after squad-destruction is good, therefore drown the Lychguard at long range in Lance fire and hopefully there won't be any left when you fight them, leaving you with just an overlord, who can be dealt with Wyches with shardnets and Agonisers.

You will still struggle with the high toughness. But your odds are better when it is just an Overlord
