ok so i finally managed to get out to buy the nids codex and i was looking at the back of the book so that i could make my own hive fleet. I was working on a HT when i noticed that for the VC and several other bioweapons that there are 2 different costs.
Venom cannon 23/58 pts ( I made up point costs for teh example)
I was just wondering what the second cost was for and which one i should use
I have looked all through the Create Your Own Hivefleet section and i cant seem to find where it explains what this is.
Any help would be appreciated

If there is an option to upgrade the strength of a unit, there will be two costs. The higher points one applies if you have taken the strength upgrade...

The actual place You will find this in the Codex:
Take a look at the Mutable table entry of any creature (except Rippers, they don't have this).
Look for a paragraph written in Italics that begins with Notes:.
The answer will be found within that paragraph.

warxel is right, the second cost is if you upgrade a creature with toxin sacs, because many weapons depend on the stats of the creature. Look at a ranged weapon that has a set strength and it will only have 1 cost.
