Does anyone think it is better to just take 6 fire warriors and 13 kroot 1 shaper and 2 hounds than just 2 packs of 6 fire warriors
R they strong enough to take on shooty nids if they had enough heavies backing them up
Against nids I would take all FW, just stay at good range and watch'em fall. I also like troops of 12 for falling back reason.

While kroot hounds might be worth their points, the Shaper almost certainly is not. 21 and points a point for every carnivore, and you get a worthless save and one higher leadership? The leadership might be nice, but it's not worth it by itself.
Besides, six firewarriors is nowhere near the same cost as 13 kroot, a shaper, and two hounds.
bringing 10 kroot instead of six firewarriors is probably worthwhile, and 18 kroot instead of 12 firewarriors isn't a bad idea. However, swapping out more than about a squad is probably too much, especially in 500-1000 point games.
But it depends on what the battlefield is like and whether you want to be highly mobile. I find it quite difficult to incorporate kroot in mobile tau. They always turn into mobile traps. But sometimes they are worth exchanging for a FW squad. And a shaper isn't worth it as Bean said. And because they don't have sweeping advance, its kind of a unit that holds a place. Nice that they dont chase after, so they dont follow out of terrain.
What lies at the bottomless gulf between the soul and the heart?
