It talks in the fluff and manual about pulse carbines having underslung photon grenade launchers. Does this give pulse carbines an automatic photon grenade? Because if it doesn't than why does the gun have a launcher for it.

Pip is correct. The Carbine's underslung grenade launcher is figured into the weapon's stats and essentially is responsible for the pinning tests that the carbines can force enemies to make. The 'grenades' that the gun carries have no other effect.
I asked the same question in the Rules Help forum. Brother Marius said, "no."
It's just fluff for the pinning test.
