I wouldn't say for sure they could be used in tournies.

I'd ask the local tournie organizer if they can be allowed.

They are Chapter Approved... just like Rail Rifles, therefore they can legally be used in tournaments.

Can't really see why you'd want to use them, but whatever...

Variaty maybe? I would use them, but only in very large scale battles.

Example: One day I'll have enough models to fill several force orginisation charts. In one of those I'll probably fill up the Troop choices with Human auxilary just to spice things up a bit.
There once was a Lord named Vlad,
Who's fighting skillz really were mad.
    He killed and he maimed,
He spilled blood in Khorne's name.
And the fact that he's legal makes me glad
(special thanks to Uriel Zarium for the last line/touching it up)

There useful as cheap scoring units. In games played at the Alpha level, and in many tournament scenarios, the number of scoring units you have is important. Although admittedly, Kroot are only one point more and are a lot more combat effective.

Another use is to give 'em EMP grenades and wait for that LandRaider or Monolith to get too close. The won't attract a lot of attention because of their S3 guns and horrible CC stats, so chance are they won't be shot at and will be ignored... and then BOOM!

Of course that only works once

I believe they are official for tournies. Why you would, I dunno.
