I take it by mostrosities, you mean bio-titans. They are huge, multi-wound, toughness of at least 8, several mass ponts, about 500 points+, and up until I was told otherwise had to occupy their own force organisation chart, in the same way as normal titans and super-heavy tanks like the baneblade. If you are looking at the rules where you design their stats etc then I'm afraid that is no longer viable.
If you have them up on your army builder and have already said they are odd but quite cool (which is a pretty accurate sum-up) then why are you asking for information? You already have it

I do know of a webpage that pretty much takes all the rules for creating your own tyranid monsters and puts it into a java field. I.E., plug in the stats/weapons you want and it pops out a point value for you. Its pretty much accurate as far as I can tell. Not sure if I'm allowed to post the web addy or anything though. (Note that this builder does not show any stats for weapons or rules or etc. so you still need the CA2004 AND the Codex to be able to know what your actually creating)

But as far as knowing where these rules are, as Uzi 99 told me, they lay within the pages of "Chapter Approved 2004".

just to add another question, you can't use them without opponents permission right? Or does it matter?

You cant use anything that requires your opponents permission in a tournament, sadly.
