How exactly does one go about making a Mechanized Tau army? Is it possible for these armies to use Broadsides?
Yeah, nothing wrong with it. It doesnt use any special rules like the IG Armoured companies, so there's no problem with it.
Mech Tau just suggests that all the troops are in transports.
what you could do is go half and half. thats what i do and it works great!
There is no "Codex Mechanised Tau" as yet so you can do what you like, i play mech tau but take Broadsides too as a Tau army needs alot of Railguns IMO. Some people will say not too, but only 3 hammerheads when facing a HT, Carnifex and aload of other griblies is not fun or when the opponent deploys armour in strength like 3 Russ's (Robizzle)
All mech Tau is, is all Fire warriors in Devilfish, no kroot ut then again there no rules for it.

Actually, you can have kroot (infiltrating) which acts as a good 'enemy plan foiler'.
Mech Tau is having everything in your army moving at 12" or more.
Adding broadsides makes a kind of firebase that can add a big punch in Mech (which it usually lacks), and especially rail guns.
The only thing that is stopping you from being what you can be is what you think other people think about you.
