how can eldar suscesivle stop speed freaks infact how can anyone
i know that in theroie that there are lots of good weapons and units btu what tatics can we use?
you might remember the white dwarf with us in.

Vypers would be nice with scatter lasers and a Falcon. Speed Freaks have a lack of anti skimmer weaponry. In assault they probably won't touch your skimmers. You could use scorps or banshees to have some fighting force in cc. Swooping hawks would be good too.
Place a couple D-Cannons somewhere in cover to smash some orks as they approach, This isn't always effective but its fun to watch :).
A wraithlord would be nice too and maybe a couple warwalkers for extra firepower.
Gaurdians would be pretty much useless, but since a troop choice is required, get dire avengers. Unless you're biel-tan, then your scorps and banshees can be troops.
I haven't fought speed freaks but once and this worked pretty well. Good Luck.
I too have never fought speed freeks. I've only seen them in action once, but I did not participate in the game. Here are some pointers I picked up from watching them, and also from reading about them at other times (just don't take this as expert advice...they're just my suggestions).
Speed freeks are even more fragile than your average Ork army because they have the same crappy save, poor leadership, and bad ballistic skill, but they lack the major numbers that make the standard footslogging horde so resilient. A typical 1500 point Speed freek force only contains around 40 boyz on average. Compare this to the 100+ you'll face in other ork armies. Also, Ork trukks and buggies/wartraks are very fragile too. So, what makes them so hard to beat?
Their primary defences are their speed and their mobility. Also, because all Orks hit like a ton of bricks once they reach close combat, and Orks can assault out of their open topped vehicles, they can bring their greatest advantage to bear practically at their leisure. Unlike most Ork armies, Speed freeks are not reactive; they set the tone of the game.
So, now we have to figure out how to beat them with Eldar. Army composition is where we'll start. Keep in mind this is all just my untested hypotheses...I have no idea how well these ideas actually work, but they're just based on what I figure will give you the best shot (by the way, the only game I saw speed freeks in was against Tau, and the Tau were decimated by them - I don't care what people say about Orks: they are a very powerful army).
As has been stated in the posts above, leave the guardians at home. They are just subpar CC units with crappy firepower range. Against a speed freek army, they're just fresh meat waiting to be ground up. And the heavy weapons they're squads can give you aren't worth it either, in this case. Yes, use lots of skimmers, though remember that regular Ork shootas and especially twin-linked big shootas can kill your Vypers and jetbikes easily, so if you do use them, take care to keep them out of range (Vypers w/ missile launchers sporting 48" range might be ideal --- anti-trukk weapons as well as effective template weapons for killing the boyz when they're on foot). Wraithlord might work, but then, watch out for Nobs with power claws (and if your Ork opponent knows what he's doing, he'll have a lot of those). Stay away from wraithguard...they're saves will be reduced to a 4+ by those choppas. Use mindwar to fry Nobs and the warboss and/or mekboyz. Keep some CC troops such as dire avengers (not ideal, but relatively cheap), Scorpions, or Banshees. Scorpions have a potential to hold their own against Ork mobs in CC. Just make sure you take maxed squads of 10. Now, here's what I feel is the most important part of army composition when facing Speed freeks. Grav tanks...take lots of them. Whether they be Falcons, Fireprisms, or Wave Serpents, take 3 or more at least. Reason is, Speed freeks can outmaneuver many races, but those Grav tanks are not only dead hard, but difficult for them to keep up with because of they're 24" speed. That's the one way you'll be able to outmaneuver them. Otherwise, you'll be responding to the battle rather than dictating its course.
One thing to NOT do: do not simply wait at the back of your deployment area with a bunch of static firing units - the Tau did that in the game I mentioned above and were slaughtered to a man by Turn 3...TURN 3!!! If you stay still, you will die.
And that's the thing. Take away the Speed Freeks' biggest advantages: speed and mobility. Lots of Anti tank weapons are a must (but remember, even low strength weapons like Shuricats have a potential for killing basic trukks - they're AV 10 all around). Don't underestimate Speed Freek shooting, either. Ork shooting generally sucks with a BS of 2, but many Speed Freek weapons are twin-linked, so they double their chances of hitting. All in all, try to keep your distance, and maybe try to outnumber him (which is why I think a lot of Dire Avengers loaded up in transports might work), because Speed freek armies are the one type of Ork army that has such a low troop count, you could actually manage that.
Oh, and one more thing to beware: Speed Freeks have a potential assault range of 20". Their trukks can move 12", they can disembark up to 2" away, then they can assault 6". Yikes. Keep your distance and shoot them up, which is hard because most Eldar weapons have a short range (Dark Reapers, for that reason, are probably a must, or close to it).
And the final thing I wanted to say is concentrate your fire and eliminate the most dire threat. All those buggies and big gunz might look threatening, and they are, but remember that the bulk or hammer of any Ork army is its boyz. Concentrate your fire on the regular trukks and boyz mobs first. Let the buggies, wartraks, bikes, and looted vehicles fire away --- shoot the trukks and the boyz. Repeat to yourself: they are the top priority targets. Without them, all his army can do is pop a few powerful holes in your army. If you take enough troops, and kill most of his boyz and their trukks, he has almost no way of killing the bulk of your force.
