I am curious if standard footslogging orks can take a trukk as a transport option? Also, regarding the trukks and buggies, can passengers be hit by flamer, or template weapons while still in their vehicles?
it doesn't list transports as an option for normal orks, so you would not legally be able to take orks in trukks. they can still use other transports.
Trukks are open-topped, so when hit by anything that uses a template, all models on the trukk will be hit, not just the trukk itself.

No they aren't, the models inside the vehicle aren't hit at all.
No, open topped vehicles do not work like that (at least they don't any more). Being Open topped means a few things. One it means that if it is a transport, it may move up to 12" and deploy the orks, allowing them to assault the same turn. This is what makes war trukks so good for orks. The downfall to open topped vehicles is that besides naturally having low armour values, whatever the damage roll is gets a +1 to it. Meaning when it gets penetrated it will get destroyed on a 3+, which is not good, but a good ork player will keep the trukks concealed behind buildings until the right time has come.
