I have decided to buy my brother the begginnings of a 1000pt eldar army. i have no idea about eldar units. after doing some reading on the forums i still dont know what to get. so because the army isnt for me what should i spend 100-150$ on for him? he likes fantasy settings, and elfs. i think he would dig elite characters, and cool character models. any input would be awesome.
Well this is always a matter of opinion, so I'll put down mine first. Obviously the first thing to do is buy the Eldar codex, and look at whats what, and what you two like the look of. Decide as well if you want to play a Craftworld list like Alaitoc, Biel Tan etc first too.
Try and built an 'army list' before you start buying, and then you won't impulse buy units you never use. Buy your HQ and troops first to 400 points and play combat patrol, find out what is effective and what isn't and then plan your expansion to 1000pts with what you have learned in mind. Find out what you like, shooting, CC squads, psychic powers, vehicles etc.
All I can do really is point you as well to this article here on the GW website that tells you 'how to get started with Eldar'.
IMO, the eldar starter army (20x guardians, 1x vyper, 1x falcon, 3x jetbike) is not a great deal, because of the jetbikes. Unless you are planning to go sain-hamm, the odds are that they will never be used, eventhough they look cool.
I would get a farseer, two warlocks, two heavy weapon platforms, and a box of guardians to start out with, and use the rest on paint and pencils. That is what I did, and it worked quite well for me.
sounds good according to gw the price for what u mentioned was right at 100. about how points does that make.
You could buy the starter and a aspect blister, ranger blister, and a wraithguard blister. That way he'll have a little of each craftworld and decide from there what army to play.
The farseer, two warlocks, two heavy weapon platforms, and the box of 16 guardians? It depends on the configuration, but a little below 400. It sitill needs an addition or two to be fieldable, but it is a great start.
Make it 2 boxes of guardians and I agree with the above. That's what all eldar armies should have IMHO.
EDIT: That's around $130 (definitely could get it cheaper second-hand) and is a solid 700 points.

Farseer w/ Guide and Mind War
4 Fire Dragons w/ Exarch
5 WraithGuard w/Warlock and conceal
Wave Serfant to transport Fire Dragons
1 Fire Prism
1 Wraith Lord
1 War walker
5 Dark Reapers
1 Farseer w/ Guide, Mind War, and Fortune on a Jetbike
10 Guardian Jetbikes
5 Shining Spears
5 Swooping Hawks
2 Wave Serfants
Close Combat Army:
Seer Counsil equiped to fight in Close Combat
10 Stricking Scorpion's
10 Howling Banshee's
10 Swooping Hawks
2 Wave Serpents
Well I would ask him what kind of army he would like to play and then get the army I made up according to what style of army he wanted. Of course i would get the Eldar Codex first and figure out wich paint scheme and Craftworld he likes and get him glue and paint.

Also im not sure how much money those armies cost or the points cost so sry about that.

Woah...! That is too much. What if he doesenÂ´t like 40k? And will he ever get that painted? Starting out small is the wise thing to do...
War Gamer, he said he wanted to keep the army at about $100. Those lists cost far more. Also, you've got some suggestions that it's best to avoid, like shining spears.
