Do you need your opponents permission to use the phoenix lord Asurmen. i ask because i heard that you don't need permission to us maugan ra. so could some people please clear this up for me.

Pheonix Lords require your opponents consent to use.
you can use maugan ra without consent if you're playing as the ulthwe strike force. other than that all phoenix lords need opponents consent to use.

However, when we get our new 'dex, no permission will be required.

I'm not certain about that.... In rogue traders where rules are outlined ahead of time I've never need consent. In addition, plenty of people play them at the GW store without consent. Where does it say you need consent? Mainly curious as I use them as HQ consistently. I've always thought they are in the codex so they are codex legal just like Chaos, Marines, Imperial guard characters in their codexs.

Special Characters (almost) always require opponent's consent. Just look up rules for special characters.
Everything I have told you, even this, is a lie.
I hate the rule of consent. All my regular opponents thinks that everything that needs consent is overpowering and cheesy, so I never get to use those lords
