Today I will be buying my Lord. I cant choose between foot or destroyer. Here are the reasons:
Keep in mind either way they will have a Warscythe, I suck as conversions and have no access to a Staff of Light at the moment, I cannot buy things online.
Destoryer: Faster & Thougher
If they are faster and thougher then they can get into melee faster. They also cant be instakilled by Str 10 weapons. However this puts the Res Orb out of the question because the unit will not be within 6'' of my others.
Stander War Gear: Destoryer Body, Phase Shifter + whatever given battle calls for.
Foot: Res Orb for Warriors
On foot they will join a unit of warriors, this however wastes their warscythe and melee strenght (well so would joining my destroyer squad) . The Res orb is nice but it make my Lord into a bandade dispencer, nothing else. Until I buy a sqaud of Immortals (and unless I get one of the 2 jobs I just had interveiws for I wount be) the only reason I want a foot one (Res Orb and VoD) is non-issue.
If I get the job I might buy a Wraith or two, the destoryer lord could go with them but still thats an if.
Assiming I dont get the job which is the better choice, the Dertroyer Lord using them as an independant character or the Foot Lord bandade: Res Orb (40), Chronometron (10), Gaze of Flame (15), Lightning Feild (25).
I am leaning toward foot becuase its cheaper and I dont have a job (yet).

i would go with the foot lord as your initial HQ, he is absolutly essential to a necron army, he prevents the warriors from dying, and makes them actually capable of doing something when they get charged. the destroyer lord is more of a suplement to your army to provide some fast assault potential, and is essentially only usefull when put with wraiths, which you don't have. by the way, the destroyer lord kit does come with a staff of light, so there is a way to get it.
Unless you absolutly can't, get both! That way you can use either when you need em, convert the foot lord to have the left over SoL from the destroyer lord, give the foot lord the left over orb arm from the destroyer lord, and both are ready for their own rolls.
And one you get the money, you really should get those wraith, as they are the best hting to put a destroyer lord with.
As an eldar player, I'd say get the lord on foot. Without the lord, killing warriors is a piece of cake. With the lord, they are much tougher to kill, and they can actually hurt you in return.

lord with warscythe is only useful-and i mean only useful- on a destroyer body with wraiths, or solo to go character hunting, or on foot with FOs or pariahs (by the way you should never use pariahs- too expensive).
on a destroyer body with a SoL, he only has a point on his own, to go killing people solo. Therefore, it is best to have a lord on foot with SoL.
I'd go with a foot lord with a resorb. As a person who has played necrons, it would be so much better if he was simply not there. When an HQ+retinue crashes into your squads with 5-10 power weapon attacks, it's nice to let them still have their WBB against it, and the Lord can pitch in and try to save them (with discretion). When they get mangled by lascannon fire or missile launchers, again, it's nice to have them be able to get back up. And nothing frustrates your opponent more than when they DO get back up in those circumstances.
You could also consider proxying both in a few games and seeing which one you like best.
