OK, here is the deal: I regularly play against Chaos Space Marines. Usually these are pretty much vanilla CSM, but sometimes leaning towards Khorne. My opponent is painfully aware of 'cron advantages and disadvantages, and so tends to build his army accordingly. He always includes a unit of Obliterators which school my guys entirely too fast. He is also a big fan of a 20 man Chosen squad in Terminator armor. Throw in a couple of small units of troops, and 1 or 2 units of havocs and you can have an idea of what I face. I have tried every different permutation of list that I can, and still get man-handled by his marines. I don't even dare bring out my Monolith or Nightbringer, because I can count on at least 6 Lascannon shots and a very dead Monolith or Nightbringer and a whole lot of wasted points. :eek:
In summation: PLEASE HELP!!!!
First make sure you have a lord with a res orb for each of your 20-man squads of warriors. Then the obliterators shouldn't be able to do much (you'll still get WB. I don't play 'crons, but as eldar this is what makes the 'crons survive the power weapons and S8 shots.
2nd, if you take H destroyers and use them to take out his obliterators, your monolith will be able to come in through deepstrike, safely.
3rd, terminators are the hardest thing for necrons to kill. If he's taking 20 in one squad, you should try to avoid it. Use VOD and monolith teleport. It's possible you could avoid CC with this squad the whole game. If you can't tomb spyders could hold it up for a turn, and take a few of the terminators with them. They only have to kill 2 terminators to pay off their points, so if you take 3 and attack the big squad once per turn, you should be able to keep it tied up, fairly effectively.
I've forgotten what havocs are, so I can't help you there.

You will want Wraiths... and lots of them. If he takes that many terminators, 6 or more wraiths and a D. Lord w/ warscythe, phase shifter and res orb will do you some good. Also take some H. Destroyers and do what the Wamp said. Make sure you take at least 1 of each elite choice and a foot lord w/ Res orb, VoD, and Warscythe, so that you can out-gun him and overpower him in CC.
In summary you need:
1 foot lord w/ Res Obr, VoD, and Warscythe
1 D. Lord w/ phase shifter, Res Orb, and Warscythe
6 or more wraiths to follow the D. lord (your best bet against termies)
3 H. Destroyers
some flayed ones
some pariahs (maybe)
Bunches of warriors to prevent phase out
This is what has worked for me against Chaos players like that

also remember if you lack the AP weapons to ignore his saves than drown him in saves, a sqaud of norma destroyers will help a lot, also they can move and fire as can the heavy destroyers, also with a monoith, it is extremey hard to kill, even with LC, and every shots that goes on your lith won't go on your warriors
I think if you have massive amounts of warriors and 2 lords with orbs, a veil, and a monolith, then you can beat him with firepower alone... throw in immortals galore, a small squad of pariahs, and you should do ok...
The problem is, if your warriors are near orbs, then all his lascannon shots are wasted since thy're no better than any other AP3 or better weapons. The monolith should take care of itself, or at least take all the firepower. Termies are tough, but they'll fail after enough shooting. And the best part about termies, they're SLOW and can't sweeping advance... so even if they hit your lines and you lose the battle and have to run, they can't kill your entire troop... then you can just rally and shoot him to death... it's actually better to run from termies than to stay locked in combat =P
