I think about using 9 killer kan and 3 warbuggie(skorcha) in my army of 1000 pts, could it be a good idea?

It really depends on the theme of your army. I've seen an army list with 9 killa kanz that worked in my head because it fit with the theme of heavily armoured orks (using 'ardboyz mostly, warboss in mega-armour). Slow moving list, but once it got to you, you sure as hell felt the thing. Killa Kanz also work well in a Goff-list, I suppose.
But in this small of a list, I'd suggest that you not go heavy-support, well, heavy. But I'd have to see what you'd be spending the rest of the points on.

Maybe 6?The rest should go in slugga squad,warboss and 1 squad of grot.
Its generally regarded as effective, but cheesy.
You can take the kanz and put them in front of your boyz as a screen- vehicles block LoS, so right there you have a great help to your boyz. Coupled with a mek boy toting a KFF, doks tools and grot oilers to repair the kanz when they get immobilised/weapon destroyed and to give them near invulnerability (hull down, they only die on a 6) its a very, very good thing.
But its generally regarded as cheese.
Warboss: PK, Choppa, Hornz, Armour
Mekboy: KFF, Meks toolz, 3 grot oilers
20 Sluggas: Nob with PK, 3 BS
20 Sluggas: 3 BS
9 Killa Kanz: Riggers, some gun of sorts.
That should be around 1k, give you a few points to play around with. I think it'd be effective, but not very interesting to play with (6 inch, 6 inch, 6 inch, 6 inch, win.)
sorry to be the burster of bubbles, but you cannot give Kans grot riggers. You can however give them the cheaper priced armour plates. So in actual fact, for every glancing hit, you have the smae chance as completly ignoring it as being killed.
