-in math subtracting a negative is the same as adding, thus if you want to fanatically follow the rules to the letter, each time the enemy gets a weapon destroyed result on the lith the flux arcs number of shots increases by 1.
-just more proof GW is horrible at wording rules, and doesn't check their work very much.

*SHAKES HEAD* Now you seem to have a problem with verb tense. Reduces is not Reduce. Reduce is imperative. It is not telling you to reduce, it is reducing. The use of by makes it passive, so technicaly, reducing the strength by one is what is stated and implied. No argument. Anyhow, the wording is ment to be a simplification, and if you argue what you are arguing, people won't play you, and you might just get tossed out of a tournament. Common sense applies, and so does grammar.

It is just another example of funny wording by gw, which there are plenty of.

reduce the number 7 by 5.
reduce the number 7 by -5
or forty eight. all sums also have the answer of 48.

Reduce is not a mathematical term concerned with taking one value away from another value.
You "reduce" fractions. As i'm sure you are aware 6/8 is the same as 3/4. You've just reduceded it to its lowest level, you've not subtracted anything from the value.
The issue is actually, as was pointed out, Games Workshops poor use of the english language. Get rid of the "-1" in the sentence and replace with "1" and all would be fine
