What units would you suggest for a decent necron army of about 20? I have about $120.
Figures? That's your minimum troops requirement (2 units of 10 Warriors). $60 will get you 2 boxes of Warriors (24 figures). A Lord costs $10, and that takes care of compulsory Troops and HQ. Let's see, $50 is enough to get 3 Wraiths or 2 Destroyers or 5 Immortals. Any of which would be a good start to a Necron force. Or, you could just load up on another box or 2 of Warriors.

$80- necron battle box, it has 2 units of 10 warriors, 3 destroyers, and 5 scarabs
$10- lord on foot
$20- tomb spider
thats a decent force and about 800 points if you tool up you lord with 75 points worth of equipment.
and ou still have $10 left for paint or shipping.
Others say the necron army is bext with lots and lots of warriors and an HQ, because of the "phase out" rule. The more you have the better your army is? Some other people told me not to bother with the monolith and the destroyers because of their high points cost. I'm confused.
Those are opinions dont listen and let them corrupt u. Believe me every section in every codex has its uses some people just ignore them. Now if you will ever play against a tau army on a regular basis DONT get a monolith your opponet will be thirlled to pieces to blast a $50, 235 pt model in the first turn. Second lots of warriors are a good thing but dont expect them to do every thing. Destroyers are good for taking out lite infatry IG, Edar, Tau, Every thing but sm. Wraiths are good at getting into cc not necessarily winning. Scarabs are awsome models to use because they come with the warriors and they have a lot of wounds for thier points.

and another box of guys

you need to scrape up some change or skip lunch for your paints.
I have 36 warroirs, 10 scarabs, lord, heavy destroyer, monolith (got it cheap from someone), and 3 destroyers.

OK. What are the advantages of having scarabs? I will be playing against a chaos army regularly, so would the monolith be a good addition to my army?
Don't worry about getting a monolith. I killed one at point blank range. If only my chappy didn't bite the dust.
The battle box is a good deal (as far as GW goes). If you bought the parts seperataly, it would cost you $120 for 4 more guys and 1 more scarab. Get that, a box of warriors and a lord. Then, you could add what you think you need when you have the money.

monoliths, in my opinion, are only for 2000+ point armies.

what type of chaos. If its thousand sons then id suggest pariahs. They're good at shooting and in close combat, and are great agaisnt psykers.
I'd suggest getting a battle force kit. Then a HQ. And after that some destroyers (toughness 5, move like jetbikes, and gauss cannon!).
I'd spend the rest on some tomb spyders, wraithes, or some flayed ones for your HQ. It really depends on how you play. Anyway, Good Luck!
