Welcome to Librarium Online!
okay... so here's the deal. I am building a tyrant that will shred infantry (I am also figuring out an anti tank carni, so that's covered)
The first build is this:
Base cost + winged + warp field + toxin sacs + barbed strangler + TL devourer + enhanced senses = 204 pts
Which is a shooty build, designed to continually harass infantry with strafing runs (i was tempted to do two TL dev, but though some AP might be better)
the second build is halfway melee:
Base cost + winged + Warp field + toxin Sac + scything talons + venom cannon + Adrenal gland (ws) + Toxic Miasma = 220 pts.
which is a little more oriented towards cracking tough infantry with the high str gun and melee...
My personal thoughts are the first build is a little more useful, but only slightly so... anyone have an opinion on this?

For harassing infantry, I would say go with the first build. Except, maybe not use the barbed strangler and go with some scything talons. That way you can get six shots off, and then charge in and tie up the rest of the squad in close combat.
The final decision is your's of course.

I agree with Rougedigit, swapping out the BS with Talons will give you almost as many attacks on the charge as the TL Devourer has. Most squads you face are going to be between 5-12 men strong (not counting IG, Orks, or other Nid players), so 6 shooting attacks and 5 charging attacks are going to put a hurting on any unit you direct it at.
Gyauayuayuayua! Ja! Ve vill crush da little girly men in deir little girl men awrmor! Ve vill see owur enemies driven befowur us, und hear da lahmentaytions of deir wemen. Und from owur home planet, de stayte uf Califowurnia, ve vill lawunch owur mighty offensive. Even if you kill us, ve'll be bach!! Gyauayauyauyauyau!

I think a charging tyrant will put the hurt on even orks, other nids, and IG. Run, little ones, but you can't run fast enough! Muahahahahaha!!!!!!!!!!!

If you are going to make an infantry killing tyrant make it a close combat machine...you are spending 42 points on weapons that wont kill that many guys and 40 points on wings to get him close enough to use them, and will barely touch the most common armies (3+ saves). I think if you are giving him wings save the points on guns because the guns on a tyrant are low strength. It will take 3s to wound, and then people will get their saves and you only will wound about 5 guys per turn; if you give him claws he will wound that many guys and take away their saves. Shooty tyrants really only should have the vennom cannon, other weapons are only good on light infantry, and we have guants, warriors, and genestealers that already do that well enough.
Well the idea behind making a shooty infantry shredder is so I dont have to spend an extraordinary amount of points on CC upgrades, so instead I could give him a gun and ES and just be done with it... alright well if I can find someone to be my guinea pig for this build I will... and keep the opinions coming!
You shouldn't be giving out pointcosts. You'll ruin the surprise for those of us who have yet to get the codex.
Oh, and (from what I hear it still works) you could always take dual scything talons, and whatever else to gear up for combat, with wings, of course.
In a previous thread I asked about the Scy Tal, TL dev combo with wings. I got some very positive feed back. I have also used it and it seemed to work well. He also had the Warpfield and toxin sacs, (for that xtra little bit of hittiness). He jumps in, shoots and then does it again and then charges. I believe the wings give you deep strike, my rule book isn't here, so I'm not sure. If it does and you have a Lictor or three, this guy just becomes nasty.
The thread is called "Hive Tyrant Fits". My bad, tho, it wasn't about the above combo with wings, it was w/o wings. The LO Hive converted me.

A little pain never hurt anyone - Larry
My two Tyrants:
1. Winged, dual ScyTals, normally has toxsacs, AdglWS&I and warp blast. With new dex will probably give it warp field and shadows of the warp if against eldar.
2. walking, scy tal and VC and TGuard. Ext cara, EnhSen, ToxSacs. This more of a cheapy tyrant to attract enemy fire.
