In a game on wed. against Tau I took 3 lictors as I usually do, the first one to come in jumped out of some bushes behind O'shava and his bodyguard, charged one of the suits, carefully avoiding O'shava killed two shield drones, taking one wound himself from the two suits who could fight, he promptly rolled an 11 for his Ld test and fled only to have my lictor run him and his 500ish point squad down and kill them all. My other two lictors tied up a broadside squad and another crisis suit squad for 2 turns and killed a broadside and a bunch of drones before they got taken down. This has probobly been the first time my lictors have ever paid for themselves and they did it more than twice over. My lictors definitely earned themselves an extra serving of biomass at dinner.
The meat things seek to destroy ourselves. They hunt us as we hunt them but they are weak and uncertain. Bring them understanding of the power of ourselves through our strength and their fear. The inferior flesh will be entirely destroyed, all fragments will be smashed. Ourselves will fight to the last, all weak flesh must be consumed
The more that I think about it, Lictors have a very high potential for paying for themselves. If a lictor manages to do more damage, and IF the opponent is not some form of space marine, then the lictor can easilly run the opponent down and pay for its point cost.
However, agaist SMs the Lictor can only hope to stall that devastator squad for a turn or 2 before getting turned into mush by a vet sargent or something of the like.
But IMO the disruption ability of the lictor helps pay in tactical points.

Don't forget about vehicles hidden behind cover. The high S of the Lictor added to the fact that he gets 4 rending attacks on the charge that, against cannon vehicles, are going to auto hit makes it easy to earn points back even against SM. I've done more damage to Predators, Razorbacks, Hellhounds, and Leman Russ battle tanks than I have to actual squads so far.

During my clubs cityfight campaign my lictors really showed what they were worth, with all the terrain available they easily took down vehicles and then hide with all the cover around them.
Perfect for dealing with those pesky indirect uit of LoS tanks like basilisk, whirwind and others.
With lots of scenery on the table they easily get their points back unless one sends them to tackle normal sqaud without support.
Whirlwinds. My lictors love the smell of Whirlwinds in the morning. Which is good because IMO, whirlwinds are one of the best anti-'Nid units in the game. Mind you I have never faced a Bassie with my V4 Lictors, (or V3, I think, not sure tho).

Truly depends on what the face. Against nids or orks, they are nearly always bad. Against IG or Tau, they are godly.
