hello could anyone help me? what are the rules when making a custom craftworld and does your opponent have to agree with them?
oh and what is vanilla?
Ok if you are making your own set of rules and not using the rules from the other craftworlds (Ulthwe, Biel-Tan, Saim-Han, Alaitoc, Iyanden and Vanilla) then there is one basic rule - Keep it balanced, for every strength there must be a weakness (generally). If you are using your own rules then yes you must get your opponent's permission to use them, if your craftworld uses the rules for any of the official ones then no you don't. Vanilla is just using the Eldar straight from the Eldar codex

To add, most players will be skeptical of any rules you generate yourself, also you will not be allowed to use them in competitions/tourneys
Vanilla is a farely standard term that orriginated with icecream - basic icecream is vanilla, anything else is fancy, so basic stuf is vanilla- codex marines or codex eldar would be vanilla - Space Wolves, Dark Angels, Blood Angels or craftworld eldar are not - this is a widely used term in the IT industry
