what's wargear? i'm new to 40k and do you make it or do you buy them? i just started necrons and was looking to upgrade my necron warrior lord, what would be the best wargear to use.
Asking "What is Wargear?" is only asking to get flamed (which I do not do luckily). The forum rules also prevent the disclosure of specific rules to prevent people from not buying the rulebook (which it seems you haven't).
So the only answer I can give is as follows:
Buy the rulebook and read it.
Buy the codex and read it.
Don't post general messages or you will get flamed or banned from LO.
Otherwise don't play the game.
It's as simple as that.

"Wargear" refers to any items or upgrades you can equip your models with. It is often used to describe game elements that you "pay" for using points when creating your army. Some folks refer to adding wargear upgrades to their army lists as "buying" wargear. "Wargear" can also mean those same items modelled onto the figure itself. For example, many tournaments require that you have the model actually look like it has all the wargear (equipment) that you paid for in points when creating your army. Those little added bits on the figures themselves are sometimes included with the models, sometimes purchasable as extras and sometimes need to be made from scratch.
If you look in an army's codex, under the army list entries for each troop type they will have a little blurb describing what kind of upgrades, options, wargear etc. are available to that troop. Upgraded weapons being the most common wargear upgrade, though there are many others. The main Warhammer 40k rulebook index is a good place to look as well for further info on related topics.
Games Workshop is releasing a new "Wargear" book that will describe most of the wargear for all the armies. My understanding is that it is mainly a general reference in regards to special rules for those upgrades, and it will not have the point values listed. If you have the main rulebook and your army's codex, then you have all that you need; the "Wargear" book is optional.
If you own the main 40k rulebook and your army's codex, and don't understand what you have read, you may always feel free to post whatever general questions you have.
The only stupid questions are the ones that go un-asked.

About possible load outs, it depends on what you want to do with your lord in game.
First things first, find out what the Necron Gear is, then look at different ways to deck out your Lord, or you can always go with what looks cool, like I sometimes do.
