I'm not sure of the official answer, but over here we've always played it as if the warboss joins the unit as he would a normal one- IE, he can mob up with anyone, and leave the unit in the movement phase.
There's definately no maximum size to mobbed up mobs, though, except for transport purposes: If a unit of trukk boyz mobbed up with some slugga boyz, the new mob of 30 couldn't fit in their trukk, for obvious reasons
A Warboss that is by himself is considered an independant character and can join whatever unit he wants. If he is falling back, he can attempt to rally as normal (LD check), however if he's by himself he cannot mob up/check mob size. When it comes to your warboss he can only really mob up if he's with a squad that is falling back. That's when the boss poll would come into effect.
