from what i understand if you paint an orks vehicle red, it goes an extra inch.
someone told me that is true, but also that if the vehicle gets dirty(driving through mud) that 'it gets muddy' and looses its extra inch move.
can i have my troops throw mud at an ork vehicle and get it sooo dirty that it can't move?
That's a load of bull.
Unless it's a house rule, in which case, it's pretty cool.
But officialy, total bull.
In all honesty, it doesn't even have to be red. A employee at my old GW played Orks, and his 'red paint job' was actually blue with silver lightning bolts.
Whoever told you that is totally yanking you. That's like saying that models out in the open get muddy and now have a 6+ cover save from camoflauge due to the mud or something.

Red paint job is an upgrade that costs points for vehicles. If they pay the points, yes the ork vehicle can go faster. As for the mud thing, not a chance. If you pay for the red paint job, you've always got it. While the mud idea is cool, it is not a GW rule.
