Do you think Nerons could use a cheaper HQ choice since the lord is 100 pts to start with maybe a Necron prince with less strength initiative strength and attack

At the game shop I go to we had a problem with HQ costs. The Rogue Trader guys had set up some nice terrain and were running a tournament, and there was a player who was playing Tyranids in a 500 point game. He had decided to take a force of just one huge flying hive tyrant, a carnifex, and the least number of gaunts possible. This turned out to own against his opponent, who couldn't kill the tyrant at all.
The Rogue Trader guy decided to try a 100 point limit on all HQ choices in future low point games(as it turned out that rule was never put into effect). This brought all kinds of problems to him, including the fact that the Necrons couldn't use anything from the armoury.
However, I still feel that the Necrons should only have one choice because it reflects there inflexibility. Even if that means the Necrons can only put 20 troops, one lord, and a ressurection orb in a 500 point list.
i use nightbringer but geez he's the most costly model i know! They should make a lower cost necron hq since most of the necron lords power is in his wargear such as the warscythe.i mean a 500 point game with necrons is 20 warriors with disruption fields and a necron lord with no gear!
